1.AMERICA’S HOMELAND SECURITY AND DEFENSE POLICY

The history of civil defense and homeland security in the United States has been one of frequent policy and organizational change The changes have been driven by many factors including an evolving threat environment, major natural disasters that have resulted in immense destruction, and the specific preferences of presidential administrations. One of the most important recent drivers, the terrorist attacks of September 11, 2001, led directly to increased funding and focus on homeland security. Civil defense began with the desire to involve Americans in the protection of their fellow citizens and critical infrastructure from destruction at the hands of our enemies, and evolved over time to encompass coordinated, professional efforts, involving all levels of government, the private sector, and citizens, to address a wide range of disaster and attack scenarios. As the nation’s population growth and economic development have put more and more people, property, and infrastructure at risk, and as the political importance of national preparedness has grown, the scope of preparedness efforts is likely to continue to expand. The core responsibility of a president is the protection of the country and citizens from threats. It could be traditional security threats which should use hard power to prevent the situation or non traditional security threat which should use soft power to prevent the situation. Mainly traditional security threats known as war situations involving two or more sates which as military involvements and non traditional security threats as international terrorism are prominently threaten to US mainly after 9/11 attack .This complex threats directly face by president George.W.Bush and Barrck Obama as post 9/11 era leaders of US.
