DEVELOPMENT STUDIES & ETHICS
Lecture 1
1. THE CONCEPT OF DEVELOPMENT AND UNDERDEVELOPMENT
Definitions, Theories and Contemporary Perspectives
Definitions of Development
For almost every writer there is a different definition of development. It is important to first distinguish between:
Development as a state or condition-static
Development as a process or course of change- dynamic
Development is not purely an economic phenomenon but rather a multi-dimensional process involving reorganization and reorientation of entire economic and social system. Development is process of improving the quality of all human lives with three equally important aspects (Todaro). These are:
Raising peoples’ living levels, i.e. incomes and consumption, levels of food, medical services, education through relevant growth processes
Creating conditions conducive to the growth of peoples’ self-esteem through the establishment of social, political and economic systems and institutions which promote human dignity and respect
Increasing peoples’ freedom to choose by enlarging the range of their choice variables, e.g. varieties of goods and services
Alternative Interpretations of Development
Development as Economic Growth. Too often commodity output as opposed to people is emphasized-measures of growth in GNP. Note here the persistence of a dual economy where the export sector contains small number of workers but draws technology as opposed to traditional sector where most people work and is dominated by inefficient technology.
Development as Modernization. Emphasizes process of social change which is required to produce economic advancement; examines changes in social, psychological and political processes;
How to develop wealth oriented behavior and values in individuals; profit seeking rather than subsistence and self sufficiency
Shift from commodity to human approach with investment in education and skill training
Development as Distributive Justice. Views development as

Development is the process of learning new skills in all areas of life. When we talk about child development we use the baseline of an 'average child '. Most children will go through the same stages of development but not necessarily at the same age/time. Some children may miss a stage altogether e.g. Missing out crawling and going straight to walking. When thinking about child development, although we use the 'average child ' as a baseline we must also remember each child is unique and we must consider their developmental process on an individual level. There are different types of development for children and young people and although I am going to look at each one separately,…

Development provides a picture of the many differing ways people have of being in the world and, in particular, the demands the world places on development and the capacity of adults to meet these demands. The theory describes the many different ways people have of meaning-making about the world. When people are able to hold their own and other ideas and ways of being and making meaning as different, potentially comprehensible, it opens up the possibility for deeper relationships and understanding.…

Rostow’s model is partial and does not take into account certain factors of developing countries. His theory identified problems in developing countries are due to “historical backwardness” without taking into account the historical realities of dependency that characterized the economic past of developing countries. Rostow’s first stage, Traditional Society, identify agriculture as the most important industry, but developing countries, such as Grenada, whose economy is based on exports, are restricted by trade policies and competitions from the international market, so revenue is a challenge. Also, for example Grenada, developing countries, because of their limited land space, cannot be compared to developed large countries who can mass produce. His second stage, Transitional/Precondition for Takeoff, where surpluses for trading emerge, savings and investment grow and entrepreneurs emerge; in developing countries many young entrepreneurs ended their venture and found it more lucrative to be employed by an organization because of the high expense of machinery and low rate of return.…
