This report is prepared in accordance with the overall principles of financial review and accordingly includes all the required information and observations as contained in the ToR. 1. Background Tanguar Haor is a unique ecosystem of global significance and a ‘Ramsar’ site, located in the Dharmapasha and Tahirpur upazilas of Sunamganj District in Bangladesh, which is the source of livelihood for more than 40,000 people. The Government of Bangladesh (GoB) is committed to preserve natural resources of Tanguar haor and has taken several steps for protection of this wetland by increasing awareness in the area. The Haor has been put under Tanguar Haor Co management System with the financial assistance from Swiss Agency for development and Cooperation (SDC) to increase awareness of the GOB policy makers the exploitative leasing system was abandoned and the Haor has been put under Tanguar Haor Co management System with the financial assistance from Swiss Agency for Development and Cooperation (SDC). International Union for Conservation of Nature and Natural Resources (IUCN) along with other partners NGOs implemented the Phase-1 of the 3 Phased Program. The 2nd phase of the programme was commenced in May 2009 with a view to carry on the momentum of phase 1 and ensure 1) Communities have capacity to negotiate, manage and use the natural resources for better livelihood; 2) A well functioning co-management body composed of the state, local government and communities manages the Tanguar Hoar following the wise use principle of ‘Ramsar’ and 3) Political and policy support continued at the national, regional and local level for up-scaling and ensuring long-term sustainability of the management system for Tanguar Haor. SDC the contracting agency approached Hoda Vasi Chowdhury & Co for conducting an independent financial review of “Community Based Sustainable Management of Tanguar Haor Project -Phase 2” with a view to assess the overall progress of the project.

2. SDC- The Funding Agency The Swiss Agency for Development and Cooperation (SDC) is Switzerland’s international cooperation agency within the Federal Department of Foreign Affairs (FDFA). In operating with other federal offices concerned, SDC is responsible for the overall coordination of development activities and cooperation with Eastern Europe, as well as for the humanitarian aid delivered by the Swiss Confederation. SDC has been active in Bangladesh since the country gained independence in 1971. SDC has a substantial program in Bangladesh with an aim to achieve an effective and sustainable poverty reduction in this country.
