Republic Act No. 9275 Philippine Clean Water Act of 2004 is an Act providing for a comprehensive water quality management and for other purposes. In Section 2 of this Act, it states that the State shall pursue a policy of economic growth in a manner consistent with the protection, preservation and revival of the quality of our fresh, brackish and marine waters.

The State wants to manage and reduce the population of water resources of the country by promoting environmental strategies and use of appropriate economic instruments. The State recognizes that water quality is in the same level of concern of the quality of life. This Act also wants to promote commercial and industrial processes and products that will not harm the environment, which includes the living organisms in different ecosystems.

According to the special report, Acid Precipitation of Gene Likens from Cornell University during 1976, the acidity of rain and snow falling on parts of the U.S. and Europe has been rising—for reasons that are still not entirely clear and with consequences that have yet to be well evaluated. Acid precipitation has a long-term effect especially on the living organisms in many lakes and streams which sometimes causes extinction.

Related Studies

On the study of Schindler during 1988, Effects of Acid Rain on Freshwater Ecosystems, it was stated that there is an increase in number of areas most likely to be affected by acid. The study presented the biological damage caused by the acid rain, which includes the disappearance mostly of small fishes that are considered as food for larger predators which might cause these predators to starve and might result for another disappearance of fishes.

    Here are some caused by ocean acidification. First there are the coral. Coral make calcium shells or skeletons. These are negatively impacted by the increased CO₂ and lowered pH. With this issue the reefs are having great difficulties making their skeletons. This is limiting the protective barriers for the fish. Another animal impacted by the acidification are the shellfish. The acidification has impacted the reproduction of oysters. The lower pH levels are resulting in unsaturated aragonite which is preventing the oysters from reproducing normally. Fish are another animal affected by this issue. The lower pH levels is affecting the water that the fish absorb into their bodies.This changes their bodies pH levels, giving them a condition called acidosis. This can mess up how the fish’s body works. It can stunt their growth as well as using up the energy used for basic tasks such as breathing. Not only animals are affected by the acidification of the ocean. Plants and algae are also affected. Some of the plants will be able to adapt to the acidic conditions others won’t.     The Clean Water Act (CWA) is the primary federal law in the United States governing water pollution. Passed in 1972, the act established the goals of eliminating releases of high amounts of toxic substances into water, eliminating additional water pollution by 1985, and ensuring that surface waters would meet standards necessary for human sports and recreation by 1983. Pollutants regulated under the CWA include "priority" pollutants, including various toxic pollutants; "conventional" pollutants, such as biochemical oxygen demand (BOD), total suspended solids (TSS), fecal coliform, oil and grease, and pH; and "non-conventional" pollutants, including any pollutant not identified as either conventional or priority. The CWA regulates both direct and indirect discharges. In order to carry out the purpose of this Act, any water quality standard applicable to interstate waters which was adopted by any State and submitted to, and approved by, or is awaiting approval by, the Administrator pursuant to this Act as in effect immediately prior to the date of enactment of the Federal Water Pollution Control Act Amendments of 1972, shall remain in effect unless the Administrator determined that such standard is not consistent with the applicable requirements of this Act as in effect immediately prior to the date of enactment of the Federal Water Pollution Control Act Amendments of 1972. If the Administrator makes such a determination he shall, within three months after the date of enactment of the Federal Water Pollution Control Act Amendments of 1972, notify the State and specify the changes needed to meet such requirements. If such changes are not adopted by the State within ninety days after the date of such notification, the Administrator shall promulgate such changes in accordance with subsection of this section.
