This chart breaks down the major pro and con arguments regarding the tenure system and its effect on teachers. One example is that the system attempts to increase innovation in teachers and instead encourages complacency in teachers. Another would be the flawed system and its policy of “last-hired, first-fired” which bases layoffs on seniority. Some would argue that the system prevents firing experienced teachers to save money on hiring younger teachers. Due to that notion, the firing process becomes overly complicated and can extend to nearly a year of legal dispute between the principal, the school board, the teachers union, and court. Overview of Organization The organization that will be the topic of discussion in my final project paper is Frisco Independent School District, HR Department. The school districts history dates back to 1876 before the railroad and the town arrived. From then until 1902, students in the area attended small schoolhouses such as Bass School, named after teacher Marinda Bass family, who owned the land the school was on. A fire claimed the school in 1878 and it was rebuilt. Six years later it was moved east to farmland owned by James Howard and it became known as the Howard School and the center of the Farmers School District. Other community schools serving areas now in the FISD included Lebanon School, Erudia, Robertson School, Robinson School, and the Hamilton School, which served black students before integration in 1965. No district in the state and nation has grown faster on a percentage basis in the past 20 years (1990-91-2010-11).     Instead of the state paying for a better public school system, they are now paying even more money to keep their inmates confined. It cost thousands of more dollars to house a prisoner in prison for a year than to send a child to school from kindergarden to their senior year in high school. If the states invested in good teachers with qualifications that meet high standards, prisons would not be so crowded. Teachers are what make a school succeed or fail. Without good teachers; students understand little, to no knowledge being presented to them in class causing them to drop out. Shown in this documentary, schools make it impossible to fire a bad teacher for anything short of a criminal act or the teacher qualifies for tenure, which mean that a teacher is ensured their job for life and cannot be terminated.
