The Difference between New and Traditional Public Management

A REPORT COMPILED BY MR. PRINCE OTUTEY ON LECTURERS’ AGITATION FOR PAY RISE AT KOFORIDUA POLYTECHNIC.

1.0 TERMS OF REFERENCE
On the 20th September, 2012, the lecturers of Koforidua Polytechnic agitated for a rise in their salaries. As a result, the rector of the school appointed a four man committee under the chairman of Mr. Eric Solomon to investigate workers demand for pay rise and submit its findings within two weeks and also make recommendations.

2.0 PROCEDURE
The committee members used interviews and questionnaires to compile information from the respondents, thus 98% of the lecturers were interviewed and questioned on this issue.

3.0 FINDINGS OF THE COMMITTEE
It was found that since 2002, there has not been any pay rise.
Lecturers were poorly paid. Those who have taught for more than fifteen years still received a monthly salary of 150.00 Ghana cedi.
Apart from the monthly salary, there were no allowances or incentives to cushion the lecturers economically.

4.0 CONCLUSION The agitation of the lecturers on the rise of salaries is necessarily important because, 5.1 There has been no pay increase for any lecturer for the past ten years. 5.2 The lectures are poorly paid. 5.3 Lecturers are not given any incentive at the end of every month.

5.0 RECOMMENDATION The committee recommends that: 6.4 The salary of lecturers is increased at 30% across board. 6.5 Means of transport must be provided for all lecturers. 6.6 All lecturers should be given allowances such as car maintenance allowance, free lunch, research and sitting

    Over the last two centuries research shows varying degrees of initiation of merit pay. The 21st century has the pendulum swaying back toward the idea of finding a way to incent teachers for student achievement. Gratz ( 2005) discusses merit pay and performance pay being used synonymously and over a long period of time. The range of his study goes back to 1710 in England where children’s test scores in reading, writing and arithmetic determined a teacher’s salary. This practice continued in various forms through 1890, where after 30 years, the practice was determined to be unsound. By 1905 teachers were given autonomy in their teaching and were described as “assisting” students in their work. Merit pay in schools in 1928 had fallen to 18% and by the 1950’s it fell even further to 4%. This decline was due to increased student populations. The single salary schedule came to fruition in 1921 because the National Education Association (NEA) stipulated the measures used to evaluate merit pay were unreliable.…
