Bower was on a high tower in on November 22, 1963 and tried to get an overall view of the parade that President Kennedy was attending in Dallas, Texas. Lee told investigators that three cars had trespassed into the parade right after President Kennedy passed. He then looked to the other side and said that there were two men near the fence and one of them was in a light colored suit. He also told investigators that right after these three cars trespassed and the two men were there near the fence the gunshots
