During the 1920’s, the United State’s attempt to put foreign policy in place caused global difficulty. The difficulty came from enormous tension that had resulted from WWI. The U.S wanted isolation but the U.S knew it would be hard to withdraw from all world affairs if we wanted to remain one of the main powerful countries. Some of these main powerful countries included the U.S, France and Great Britain. The U.S decided to construct different agreements and pacts with other nations before completely isolating oneself from the outside world. Some of these agreements included the Kellogg Briand Pact and the Five Power Treaty. Since all countries had different beliefs in the agreements, it was difficult to negotiate. This also made it harder to prevent war and begin peace. Nevertheless they followed through with their attempt of preventing war and the
It limited naval power in order to prevent militarism. A way of limiting naval power was by limiting the ratio of ships that U.S. , Britain, Japan, Italy, and France could have. This way the countries couldn’t increase their amount of ships just because they felt the need to compete with other countries that increased their amount of ships. William E. Borah’s article states that disarmament will help prevent war and that the need to participate in disarmament is the most important cause of war. The article says, “ Disarmament should not be postponed, or subordinated, or made incident to the settling and adjusting of all international questions. It should be made the controlling, dominating question. It is the most vital problem in the world today.” This means that the treaty is controlling the amount of ships instead of taking them all away.
