Development of Scince and Technology in India
Since Independence, India has endeavoured to bring economic and social change through science and technology. The effort has been both on upgrading the traditional skills to make them relevant and competitive and developing advanced capabilities in frontier areas of science and technology. The visionaries who led the growth of science and technology (S&T) in India were convinced that S&T could play an important role in transforming India in to a modern, industrialized society. Experience and results show that this confidence was well placed. Science, technology, and innovation are even more relevant today. Scientific knowledge and expertise, innovation, high technology, industrial infrastructure and skilled workforce are the currencies of this new era. Science and Technology are important drivers of economic growth and development in the contemporary world. The present juncture is critical for Indian science and major positive steps in this area will help the country to achieve sustained and rapid growth in the future.
The Science and Technology Division of the Planning Commission is the nodal division for all matters relating to Science and Technology Plan formulation ( both Five Year Plans and Annual Plans) and appraisal of the S&T programmes of six major S&T agencies/Departments, viz.
• Department of Atomic Energy (DAE)- R&D Sector
• Department of Space (DOS)
• Department of Science and Technology (DST)
• Department of Biotechnology (DBT)
• Department of Scientific and Industrial Research (DSIR) including the Council of Scientific and Industrial Research (CSIR)
• Ministry of Earth Sciences (MoES)
The Division has been maintaining a close liaison with these S&T agencies/departments for smooth information flow and provides them important suggestions/inputs in the formulation of various S&T plans and programmes at various stages of plan formulation, implementation and half yearly reviews.     The production of antigens for vaccines in plants has the potential as a safe and cost-effective alternative to traditional production systems. Transgene expression from the plant’s plastid genome represents a promising strategy in molecular farming because of the plastid’s potential to accumulate foreign proteins to high levels and the increased biosafety provided by the maternal mode of organelle inheritance. In this thesis, we confirm the high-level expression of HIV-1 p24 antigen in transgenic tobacco plants through plastid transformation. PCR analysis confirmed the presence of the HIV-1 p24 sequence within the chloroplast genome of transgenic lines. SDS-PAGE gel electrophoresis of protein extracts from transgenic plants identified plant-expressed HIV-1 p24 protein. Quantification of the recombinant protein HIV-1 p24 using Aligent 2100 Bioanalyzer estimated yields of about 13 mg per g of soluble leaf protein. Our results indicate that plant-based transgenic expression represents the great potential of transgenic plastids to develop HIV vaccine components at low cost and high yield and for use in HIV diagnostic procedures.…

    For centuries it was religion that had kept contemporaries of science in the shadow. Any sort of advance to explain a certain phenomena in ways other than that of God’s doing could eventually end up in one’s demise. However, what happens when religion loosens its grip on science or as some may argue loses its appeal to the masses due to an influx of intellectual material? This paper will outline the key stages during the period of 1400-1700 (the Renaissance) in which religion and science co-exist on a scale far larger than before. Prior to this period, the works of Aristotle were most commonly affiliated with religion. Although some of Aristotle’s ideas caused tension towards Christianity, scholars noticed some similarities with Aristotle’s matter theory and Christian doctrine. An example of this was the “Christian soul and it could be explained as the “form” of the body, the immaterial feature that gives the body its defining essence (Ashworth, Kit, p. 67)”. Religious contemporaries at the time felt no threat by Aristotle’s theory of form and matter and it continued to present itself until the 17th century. The relevance of this is simply that religion was the only way in which scientific endeavors were possible or even allowed, most scholars eventually credited God at some point in their work, which deemed it possible to continue or even publish.…
