The administration of all law enforcement agencies first call of duty is to keep the communities and its citizens safe. One of the requirements to fulfill this obligation is to manage the units and officers to cover the needs of the department and city. Citizens expect police to be readily available to respond to any emergency that may arise. Taxpayer also expects the officers to respond to a call in a very timely manner. Or even arrive on the scene before the dispatcher can even air the call. As for neighborhood patrol by marked police units. Not all citizens see this as a good thing. Depending which type of neighborhood you are living in. Some citizens would see this a form of harassment, while other would welcome police patrol with open
