APPOINTMENT AS CHIEF JUDGE NIGER STATE
As we await the Confirmation of your appointment as the Chief Judge of Niger State, kindly permit us to join many others in offering our congratulations on your well-earned elevation.
My Lord, many who are fairly familiar with you will find your elevation not an event but a culmination of hard work, perseverance and humility. Your appointment is also a burden: a burden of justifiable expectation for change and progress, given your very rich pedigree. As you follow the path of leadership excellently traversed by your late Father, Alhaji Umaru Audi, Wazirin Minna and your Husband, General Abdulsalami Alhaji Abubakar, GCFR, we entertain no doubt of your ability to imitate these great men as you possess in abundance the supreme quality for leadership which is your unquestionable integrity.
My Lord, the Honourable Chief Judge is well aware that success is not measured by longitivity in office but by among others, faithful adherence to documented procedures and processes and by verifiable results. Several judicial interventions delivered by your Lordship in about a quarter of a century have shown clear demonstration of your ability and willingness to abide by the law and a consistent disinclination to any untoward conduct or behaviour. As My Lordship therefore gets burdened by the responsibility inherent in your office, we offer our prayers that you not be moved by other people or outer forces but that you move them to the difficult path of truth and Justice.
Our belief is that as you are humble, nothing will touch you, neither praise nor disgrace, because you know what you are. We pray that your tenure as the Chief Judge of Niger State will be based on compassion and kindness, for as Mother Theresa said,” it is better to make mistakes in kindness and compassion than work miracles in unkindness and

Chukwuemeka Abstract Nations all over the world are currently in the struggle to better their existence through the process of good governance, and responsible civil service for effective and efficient service delivery. Nigeria is one of such countries. However the kind of civil service bequeathed to Nigeria by her colonial master was alien and narrow in scope, and so not development oriented. At Nigeria independence in 1960, the federal civil service had a staff strength of only 30,000, this increased steadily to the level of 200,000 in the late 1990s due to political patronage. Many unqualified personnel joined the Civil Service which resulted to over sized workforce that absorbed about 87% of the total government revenue.
