Revenue Allocation System in Contemporary Nigeria
INTRODUCTION One of the perennial problems which has not only defied all past attempts at permanent solution, but also has a tendency for evoking high emotions on the part of all concerned (each time it is brought forth for discussion or analysis) is the issue of equitable revenue allocation in Nigeria. It is an issue which has been politicised by successive administrations in Nigeria both Military and civilian regimes. Indeed, in virtually all federations in which the constitution shares power between the central and regional or state governments and, for each level to be “within a sphere co-ordinate and independent” (Wheare 1963:93) enough resources need be allocated to each tier to justify their existence. For many years, Nigeria has been searching for an equitable revenue allocation formula that will meet the yearnings and aspirations of her federating units. The issue has remained elusive largely because the debate is based on revenue allocation, rather than focus on how to meet the nation’s economic imperatives; revenue allocation has often been dictated by or mired in geopolitical and ethnocentric considerations. Paradoxically, however, the debate has also emphasized more on revenue sharing than on generating.
REVENUE ALLOCATION SYSTEM IN NIGERIA
In its chequered historical journey, revenue allocation has remained a central theme for various fiscal commissions and committees set up by either the military or civilian governments in Nigeria. Beginning from the Phillipson Fiscal Commission of 1946 to the Okigbo Commission of 1980 and recently, the Revenue Mobilization Allocation and Fiscal Commission (RMAFC), the objectives of each commission have remained the same or similar: To examine the extant fiscal issues of the nation and “make appropriate recommendations on the principles and formulae on how to share the national revenue to the three tiers of government in Nigeria”. Some of the defunct commissions and committees had operated on ad hoc bases, but the

    Abstract: Given the negative impact of persistent unsustainable fiscal deficits on the Nigerianeconomy, there is now a consensus among interested parties on the need to address the problem effectively. The literature suggests theree approaches for this purpose: increasein revenue, reduction in expenditure, or a continuation of both. An appraisal of the budgetary process in Nigeria shows that annual expenditure proposals are always anchored on projected revenue, thus the accuracy of revenue projection is a necessary condition for devising an appropriate framework for fiscal deficit management in Nigeria. This study, therefore, evaluates the productivity of the tax system for the period 1970- 1999 to devise a reasonably accurate estimation of Nigeria's sustainable revenue profile. This will assist in the design of an appropriate expenditure profile as a means of averting the persistent unsustainable fiscal deficit in the country. Overall, the study reports a satisfactory level of productivity of the tax system. Although the advent of the oil boom,encouraged some laxity in the management of non-oil revenue sources, this was rectified to a reasonable extent with the commencement of the structural adjustment programme. The study concludes that the current revenue profile is sustainable, with little prospectfor significant improvement in the short run. It also suggests that a significant reduction in public expenditure and prudent management of financial resources are the most feasible solutions to the problem of unsustainable fiscal deficit in Nigeria. Finally, the report underscores the urgent need for the improvement of the tax information system to enhance the evaluation of the performance of the Nigerian tax system and facilitate adequate macroeconomic planning and implementation.…

    The current revenue allocation, as defined in Section 162 (2) of the Constitution of the Federal Republic of Nigeria, 1999, discriminates against the minority ethnic groups of the oil producing areas of the country. We should also note that, this formula is not applicable to other natural resources as iron, hides & skins, cocoa, palmoil which, again coincidentally, are situated primarily in the non minority regions of Nigeria.
