Social dominance researched by Pratto points out the notion that hierarchies exist between groups in society, allowing some groups to have the dominance and power over others (Pratto 760). African Americans’ impoverishment and high crime rates have plagued society for years. The origin has a closely bound with the historical slavery and racial discrimination in the US, and drives question self to the problem at the first place. From the beginning of the 1960s, in order to ease ethnic tensions, U.S. federal government actively implements the "affirmative action" policies, trying to compensate for centuries’ persecution on blacks and other minorities and promote social justice and racial equality. William J. Wilson points out that the great movement achieved from the civil rights returns a rapid rise of the black middle class (Wilson 330). In study of the current poverty problems should mainly emphasize on class bias rather than color issue. The groups of underprivileged minorities who left behind in economic structure changes are now real disadvantages class in American society. But now many ask since affirmative action" has been introduced for several decades, why a considerable part of blacks still fall under the abyss of poverty and crime. That proves the mainly causes of discrimination are no longer the race or ethnicity, but the diversities between class and economical status. And high rates of crime among African American populations result not from inherent racial characteristics, but from economic inequality. After decades of being preferentially welfare, why the living standard in minorities still has no remarkable improvement. However, American society has already informed a community of black middle class under the implementation of affirmative actions in past decades, their ethic values, social behaviors have no too much significant difference than middle class whites do. The violence, drugs problem in African American middle class is also no longer higher than the peer of whites who have the same income level. In contrast, the impoverished, the poor behaviors conducted by white paupers share a striking resemblance with the underprivileged blacks. Currently the biggest problems facing the U.S. lower minorities class are not suffers in terms of education, and judicial procedures, but are some of more complex economic and social reasons. Due to the rapid high-tech industries in development and globalization of the U.S. economy, a large amount of traditional industries from low-skilled jobs in the nation's major cities disappeared, which results a large number of African Americans remain in unemployment status, and lack of basic living standard. While the traditional industries shift to the information society, and the emergence of economic imbalances and industrial structure changes from labors to machines, is now the major reason leading minorities group into poverty and makes economical inequality become more significant. According to the golden age when workers can make a better life by working on Ford assembly line has gone. With the end of the middle skill jobs, many as assemblies and manufacturing, flow overseas. The U.S. job market began to polarization to one management, capital operation side (accounting for about 30%), and the other is a low-end service, such as hairdressing, supermarket and hotel service side. That affects the university education is the decisive factor in the majority of ordinary people can decide which side one can gain a foothold. But the first challenge meets the poor people going to college is the expensive tuition fees. The economical inequality has heavily affects amounts people’s educational choices. Top schools charges more than $ 50,000 year tuition, but in the United States, the average annual household income is $ 53,000. Also low-income families tend to have more children because of the social welfare. Hence, let several children enjoy private...
