Why should Middleton fund an IS project with “intangible” benefits?

Discussion:

Dennis Devereaux, Chief Information Officer (CIO) and Vice President of Information Systems planning, Max Vargo, are executives at Middleton Mutual Insurance Company which is based out of Philadelphia, PA. This is a large diverse corporation that has a vast number of holdings and conducts business on a grand scale both geographically and financially.

Dennis and Max are in the process of trying to introduce a new expert system for the underwriting department which will have a price tag of at least a million dollars. The system will be specifically geared towards the property and casual department directed by Linda Hayes. It would give the department a much needed base of information which would in the long run cut cost by reducing time spent on research for underwriting tasks. If implemented the system would create a baseline of information to the department that would be filled with knowledge and expertise from the present expert staff. The underwriting staff will also be able to add new information. This system will include topics that previously would have to be researched on a regular basis and information on subjects that are currently unknown to new underwriters.

The process of underwriting is tedious and costly, a problem which could be remedied with the addition of this system. At this time, Middleton’s underwriting department is being run by three experienced and knowledgeable employees: Roger Lerch, Lucy Townsend, and Henry Ballard. All three will be retiring with the next 18 months leaving the department with a lack of expertise.

Executive officers, Bill Hayes, president of the company and Hal Atkins, the Chief Financial Officer are concerned about the cost of the system in relation to the immediate tangible results, or lack there of, given in the proposal. They are basing their decision on their position to approve projects that are not able to

    The Capital Expenditure Committee meets once a month to approve projects. The committee tries to stay within the capital budget, push for opening 100 stores yearly, and approve projects that keep the company on a growth trajectory. In the monthly meeting, projects are presented by their sponsoring real estate manager, along with data in the form of a dashboard that summaries key metrics of each project. The monthly meeting usually last several hours. We feel that this meeting is not the best use of time for executive officers. To help allow for better use of time we suggest that the approval cut-off for projects be raised from $100K to something closer to $1million. This should help lower the number of projects discussed and in turn shorten the meeting while the proposed projects can be discussed more in depth.…

    In recent years, board members and staff of the Midsouth Chamber of Commerce (MSCC) have been trying to update their information system. Their information has steadily required more capabilities and in pursuit of better more efficient capabilities they have made several missteps that have cost them a very large sum of money. They have had personnel acquire information systems that did not meet the requirements of MSCC. The cost of these nonfunctioning systems has been in excess of $277,000.00 dollars. MSCC is now on their third person to manage the acquisition of an information system that will meet all the current and foreseeable future needs of MSCC. They need to ensure that the person in charge of the acquisition of new information systems takes prudent steps to ensure that the information system that they acquire has been given a test run and it is able to complete all required tasks with a minimum of training required by the personnel who will be using the new system. MSCC needs to ensure that they start with a sound grasp of what the information system needs to collect, manage, retrieve and report to meet the requirements of supporting the business activities performed by MSCC. Failure to ensure that these steps are followed will result in the same types of problems experienced in the past by MSCC. MSCC must ensure that the language in the contract with the vendor has enough teeth that if the vendor fails to provide an information system that meets the needs of MSCC, they have viable repercussive actions to take against the vendor.…

    In understanding that historically that all decisions re: capital investments were based on the ROI (Return On Investment) method. I asking the Board of Director to please see my attached outlined benefits and cost of implementation for the CRM System. While the results of my outlined benefits are calculated with a worst case scenario basis, I would request that the Board look at the long term gain for the company which is not only inclusive of the financial gains. DH use of the ROI method can be manipulated to suit those against or even for this system so this should not be the only method used for this project. The figures in the attached benefit and value proposal does indicate that the project will cost roughly $1,000,000.00 - $2,000,000.00 just to acquire the CRM system and another $1,000,000.00 for all implementation, up-training , maintenance, etc. There are so many other methods that may be used whether it is a payback period or net present value or a net present value and payback period combined, the Board is encouraged to investigate or entertain future discussions on this matter until we can come to some agreement and move forward. In the meantime the company is growing and so are our clients acquisitions. DH closed $2 billion in sales with our 1000 employees using an inundated system last year. A CRM system this year would lend to efficiency, improved customer/client satisfaction and position in the marketplace.…
