United States Army Fixed-Wing Divestiture Plan Analysis
The United States Army fixed-wing divestiture plan began taking place just over one year ago, and we have seen dramatic changes in personnel and aircraft due to the reorganization. Echo company alone has lost over 70% of its support personnel, 50% of its aviators, and over 50% of its aircraft in the first quarter of the last fiscal year. However, the units’ operation tempo has increased in missions 236% during the past fiscal year as compared to the year prior. Currently, the company has four UC-35’s and five C-12’s, and it is my job as the maintenance officer to manage the flight hours, maintenance requirements, and projected major inspections. All the while, providing a daily maintenance flow that ensures our company can provide the maximum daily assets to meet the increasing demand.
Traditionally, our UC-35 fleet has been used primarily for our Very Important Personnel (VIP) missions, while the C-12 fleet has assumed the workhorse cargo and troop transport missions. Initially, our fleet was flying our program flight hours, but within the last eight months, we have seen a dramatic increase in troop and cargo missions. Understandably, General Officers prefer flying in the faster and better looking UC-35 jet, however by complying with every VIP request for a jet, we are continuously under flying the UC-35’s. Whereas, the C-12 is assumed to be a preferred cargo aircraft because of the payload capability, and yet most of the C-12 aircraft has less of a payload than the UC-35’s due to aircraft modifications and additions to avionics equipment. Hence, this assumption has led to a misunderstanding that has led to false reasoning when scheduling aircraft based on restrictions and limitations of the two

    The first major issue that DCCL is facing is an increase in employee turnover, particularly with the TSS’s.     Today, the Army’s aviation assets consist of 12 active duty Combat Aviation Brigades and eight Reserve Combat Aviation Brigades (Dunnigan, 2011). While the types of CABs may vary slightly across the force (some have AH-64Ds Apache attack helicopters while others have OH58D Kiowa Warrior scout helicopters), each CAB has approximately 2,700 soldiers (Dunnigan, 2011). Each CAB’s soldiers are spread out between a Headquarters and Headquarters Company (HHC) and five Aviation Battalions (Dunnigan, 2011).     That will take a large toll on the readiness of the military because they do not have the necessary funds to train and equip not only soldiers, but also the civilian workforce within the military. In fact, sequestration results in the smallest civilian workforce in the history of the department (McKeon) because of furloughs and layoffs (Starken). They are required to cut $500 billion over a decade in addition to a previously planned $470 billion in budget cuts (Marshal). Over 100 acquisition programs must be restructured, delayed, or even ended. In the Air Force alone, up to 9% of its aircraft and up to 4% of its men will be cut (Pellerin). The USAF already lost 70 million man-hours of work during the 2013 furlough period which led to a loss of productivity and reductions, delays, and cancellations in work orders (Roulo). Starting in 2014, they also must cut 15% of flying hours which will harm the airmen’s readiness (Pellerin). In addition, sequestration leaves them with the smallest tactical fighter force in the history of the USAF (McKeon). The Air Force Chief of Staff General Mark A. Welsh III said “the Air Force was forced to use some readiness funds to pay for modernization”, because “[the Air Force’s] aircraft fleet is older than it’s ever been” (Roulo). Sequestration also results in the smallest Navy since before WWI, and the smallest ground force since before WWII (McKeon). The Department of Defense does recognize that they have to be a part of solving the national fiscal problems, but because personnel and infrastructure can’t be cut quickly enough, they are forced to take overly steep cuts in other areas that will harm the defense in the long run…

    Regardless of KBR’s failures to implement a QA program within their organization, the steps in the slave pallet process that have been flowcharted and the potential problems analysis that has been devised will be made available to both the current and future contractors. In addition, a scheduled meeting with KBR’s Station Manager will be requested to share and discuss Crosby’s 14 Steps to Quality explained in Table 2. I expect the future awardee of the ATGHS contract will be making contact with the COR within the next month. During initial contact, a scheduled meeting will be requested to discuss metrics on previous unsatisfactory findings and futile attempts to implement quality. Additionally, the absence of quality management will be stressed as a root cause for their predecessor’s non-competitiveness on future government contracts. The new contractor will be enlightened that the price of quality is minimal in comparison to the costs of poor performance ratings and potential harm/damage to personnel and equipment. I anticipate the future contactor will exploit the graded approach to quality in order to prioritize tasks and processes requiring the most QA effort since their resources will be limited and their investment toward quality must be profitable to gain support from their corporate leaders. Furthermore, a suggestion will be made to apply the strategic planning process early on to meet future quality management objectives. I have confidence QA/CPI efforts will be met with less resistance if applied at the commencement of the contract as not all KBR employees are not transferring to the new contract and outside personnel are being recruited to fill most supervisor and management…
