Town Council Speech
At yesterday’s town council meeting (3/6/17), the serious problems of Cottone Field took center stage. Concerned residents and students lined up to inform the council about the worn-out condition of the field which has recently caused injuries to several students. The injuries were due to the uplift of the base layer of silica sand which purpose is to act as a cushion. Without this base layer of sand, the field becomes incredible dense, providing little to no dampening of impacts. The result of this is that students are getting sprained ankles in situations where they would normally be uninjured. If you guessed the WHS DECA marketing club, you are correct. WHS’s DECA marketing club recently had $4,000 in travel allocations unexpectedly cut from their budget. Without this money they won’t be going to this year's annually DECA competition in Anaheim, California. What is most surprising is that the students of DECA and their parents are paying all of their own travel costs, the $4,000 is only needed for the school chaperones without which the group can’t attend. Lisa Puglielli spoke at yesterday’s town council meeting urging the council to “celebrate the remarkable achievements of our students and show them the pride our town has for their accomplishments.” Likewise, DECA student representative Austin Bovino pleaded to the council to “to consider unfreezing the funds necessary to send us to the national conference”. By far the most surprising event of the meeting when concerned citizen Greg Lichatz vowed $4,000 out of his own pocket if the DECA does not receive the funds from the Town Council. A meeting of a local democracy in action where the voice of the local townsfolk take prominence and the council serves to address the desires of the town. The council, driven by a deep desire to serve, is faced with the task of making all of the towns serious financial decisions. They do this with a high degree of efficiency, allotting specific time slots for guests speakers and presentations, as well as by closely following a pre-planned agenda. During these meetings, order is paramount. As when order is lost, democracy begins to break down. For accountability purposes, all guest speakers must identify both their names and addresses when coming up to the podium. In addition, the pre-planned time slots serve to ensure that speakers have adequate time to plan their speech rather than embarking on impromptu overzealous tirades. The council’s dedication to order, efficiency, and service greatly facilitates the local democracy in its function. Ensuring that it is by, of, and for the people. The key member of the council, town manager Jeff Bridges, is a full-time paid employee whose whole career is dedicated to the service of the town and council. He handles the town’s finances and implements the important policies agreed upon by the council. His full time service to the town is indispensable, without which the budget would likely be in disarray. To see a true democracy in action

    The city council meeting could have been interesting if it hadn't dragged on for so long. At first I wasn't sure of what was going on because I couldn't find where they were at on the agenda.     Bravery, Courage, War, Victory, Strength…. The little guy. The underdog. These concepts are all key to the Australian experience. These are only some of the values that define Australians. After the war, poets like Banjo Patterson, were trying to lift peoples spirts, as one of the best ways to excape from reality is through litreture. This was one of the best times for Australian poets as people wanted a way out, some ulternate universe where everything ends in a happily ever after. One of the later poets, Bruce Dawe saw this and reflected this in his poems, Life-cycle and homosuburbiences. He did this by portraying a man in homosuburbiences, who retreats to his garden, taking all his worries with him. ‘One constant in a world of variables’, Dawe writes. There are many reasons for a man to retreat to his ‘garden’ one of these reasons is because the world is changing to fast, as it did when the war took place. This is also showen in Life-cycle as Dawe writes, ‘They will not grow old as those from more northern States grow old, for them it will always be three- quarter-time with the scores level and the wind advantage in the final term’.     For my project I visited the Los Alamitos City council. The beginning of the meeting started with a call of order then proceeded to the roll call of the board members. After these steps had taken place the Pledge of Allegiance was said and the meeting began. As each speaker had their turn to speaker about their topic I noticed how democratic it was after a person had given their speech each of the board members voted on the issue and the matter was either passed or declines, it was very similar to direct democracy. Also each speaker was given five minutes which is plenty of time to get your ideas across to the board, and it’s just a long enough time so people don’t get sidetracked or bored. But the only problem that I can see with the five minute rule is if you have too many people speaking at a meeting, not everyone will have their chance to speak. While they’re I noticed that the size of the city council building was a little smaller than expected, because they were unable to sit all the people who attended causing a majority of people to stand in the back during the course of the meeting. There were many issues brought up during the meeting, one of the first issues dealt with the location of Verizon services through Los Alamitos, and the installing and construction that would happen if the city were to install Verizon services. Another important issue that was brought up was the increasing rise in water prices in los Alamitos, which any of the citizens at the meeting talked about and many proposals to the board. An finally one of the Last issues had to deal with trees uprooting sidewalks and roads throughout Los Alamitos that where cased by trees. Out of these three main topics the one that most surprised me was the cracked sidewalks and roads from trees.     I thought that Garret’s visit was very effective and beneficial for our class. He was excellent at public speaking. I do believe that since the first speech, our class has been exceedingly better at public speaking then we were to begin with. I thought it was amazing that he grew up with a debilitating stutter and listening to him, a person would have absolutely no idea because of how well he can generate what he wants to say. He doesn’t even get stuck sometimes. I think his job might be boring to go around and give the same speeches a lot but it is a remarkable story and it has probably impacted a lot of people. I liked that he used his speech as a workshop and discussed with us what happened that was effective in his speech and what happened that maybe didn’t work so well. I like him because whatever feedback we are to give him, he will take to it to heart and prepare it better for the next time he gives it.
