Summary, Conclusion and Recommendation
This chapter presented the result from the gathered information, the conclusion shown from the findings, and recommendation of the researcher in the findings and conclusion.
Summary of Findings
Through data gathering by conducting survey, interview, user evaluation test and making questionnaires, the proponents find out that there are delayed on processing the certificate/permit that causes prolong line up of people and the time consumed on waiting for their certificate/permit to released and Possible causes of mixing certificate/permit to other files because of lack of space and a possibility of misplacing and losing the them. One of the causes of delayed issuance of certificates/permits is the interview conducted by the Barangay officials to assured that he/she is illegitimate residence of the Baesa and one of the effects of this is waiting for the certificate/permit for 20 minutes above. 16 out of 20 respondents answered that they are not satisfied by the given services of the Barangay Baesa because of slow moving transaction/process of their requested services. Present Captain Hon. Eduardo R. Juan also agreed to change the manual system to automate for his staff to lighten the load of work, fast, accurate and more reliable information. Less cabinet file for storing multiple papers and easy to monitor the transactions done by viewing or printing daily/weekly and date range reports.
Conclusion
By giving a chance to implement this proposed system, the proponents have therefore concluded that the existing manual system of Barangay Baesa District II Area 11 encountered problems that are follows:
Unsecured resident confidential record
Mixing of files
Misplaced records and data loss
Data redundancy
Low maintenance of file cabinet
Lack of space in storing all the records
Possible loss and misplacement of summary of reports
Difficulty in retrieving the records
Not all residents are charged to pay

There will be no more book burnings for this town. Not only will the books be kept safe, but they will be cherished. First off, I am going to make an organization called Books for Homes. Everyone will help restore the homes that were destroyed in the horrible tragedy. Each home and family will have one book. Everyone in the household will remember that one book and have it passed down to their family and so on and so on. Everyone will have a shred of knowledge of the past and will have some type of understanding of the times before. Secondly, there will be a town cleanup for a week. Our town was already dead before the bomb; it passed away from lack of knowledge and the truth. The bomb just got rid of the carcass of the town like a vulture on a dead body. I will help this town resurrect from the ashes of what once was to what it could be. Next everyone in the town will have a food drive to help feed the families that lost everything.     This participatory action-research followed the reflection-input-action-reflection process in allowing barangays to evolve their own information system. Benchmark study, secondary data use, key informants interview and observations were the key data gathering techniques. Data analysis was basically descriptive. This project was implemented in nine barangays of Munoz, Nueva Ecija. Some 83 respondents composed of barangay captains, barangay councilmen, barangay secretaries, barangay treasurers and SK chairmen were interviewed to have a benchmark information regarding their knowledge of and perception on their barangay hall as information center. Majority of the respondents perceived their barangay hall as very useful in terms of serving as venue for meetings and as source of vital information about the barangay and its people. However, they felt that the information are inadequate as basis for planning and in responding to information requests from local government offices. There is still a need to improve its surroundings and provide facilities like chairs, tables, cabinets and enrich the information available in the place. The project also described and documented the Barangay Information System (BIS) implementation process of the nine barangays. It covered the activities that the barangays did in implementing their BIS. There were commonalities among the barangays in following a basic implementation process from orientation meeting in the barangay to data storage and updating. However, there were also observed peculiarities on data gathering techniques and logistics wherein some barangay officials voluntarily used their own money for supplies and materials and even provided snacks for BIS team members during data gathering, data posting/tabulation and data presentation so the activities will not be delayed.
