CHAPTER ONE
INTRODUCTION

BACKGROUND OF THE STUDY

Prior to the liberalization of the telecommunication sector of Ghana’s economy, the mobile telephony sector of the economy was non-existent. The only telecommunication service available to the populace was limited fixed lines provided by the Ghana Postal and Telecommunication Corporation (GP&T), which had a monopoly. The rate of access to phone in homes was 3 phones per 1,000 inhabitants and its distribution was skewed in favour of urban dwellers especially those in Accra. This led to the springing up of communication centers which charged ten times the rate of operators.

The liberation of the Telecommunication sector of Ghana’s economy in the 1993/94 brought about a sharp growth in the number of mobile operators. In 1993 Celtel (formerly Kasapa and now Expresso), launched the first mobile telephony service in Ghana. As the year 2000, there were four mobile operators (Buzz, Celtel, Spacefon and Onetouch) operating in Ghana but the level of competition among these operators was near zero. During these periods, would be customers had to queue for hours in order to acquire a mobile SIM which were sold at cut-throat prices. Mobile call charges were also extremely high with Spacefon charging GH¢.30 per minute for local locals. These operators were however only providing voice services which were very poor. Owning a mobile phone line was a luxury only a few can afford during these periods.
However, the sector over the past ten years has seen a 300 percentage growth (real terms) in mobile operators and over 2000 percentage (real terms) and subscription. As at today, there are five mobile operators (the four mentioned earlier and Zain) operating in Ghana with the sixth (GLO) at its initial stages of getting established in the country.     I had always believed that cell phones are not for everyone, that they are meant for the rich and powerful until few years back in Nigeria when the Nigerian Communications Commission introduced the Global System for Mobile (GSM) network. The use of cell-phones soared; everyone including my grandmother acquired a cell phone.     This report describes the Business model developed by African Communications Group (ACG) in Tanzania during the mid‐1990s, based on an analysis of the customers (WHO), the product offered (WHAT) and the ways used to get the market (HOW). Finally, the strategies and tactics adopted by the company are presented, showing how these tree elements converge in the same direction. By 1992, ACG bet for Tanzania, mainly because ACG was a young American company trying to develop a new market and this country doesn’t call the attention of the large telecom players. Tanzania had the highest backlog in Africa for telephone service, which was delivered by the State. With less than 80,000 telephone lines for a population of 27 million, the ratio of phones per person in the capital was around 1/100 and in rural areas 1/2,000. With an economy based on agriculture in rural areas, the main consumers of telephone services were the business people, who had to pay excessive fares. Even though the country presents several difficulties, the opportunity to develop a new platform of telecom services was interesting considering that by 1995, the demand for telephone services was 500,000 and the main public locations didn’t have phones. Furthermore, the demand for international calls (tourists, expatriates, business travellers) was considerable and unsatisfied. In addition, for other services as paging, ACG anticipated a base of 10,000 subscribers. In order to get this market, ACG considered an innovative pay phone system that didn’t require copper wire between outstations and ACG’s central platform; the use of wireless radio was a new concept that could be adapted to other markets and allowed ACG to operate on only one connection to TTCL, which operated the country’s wireline telephone system.     Abstract: The study examined employment generation through the deregulated telecommunication sector. The study which was conducted in Lagos metropolis among other things considered the socio-economic characteristic of GSM operators, the profitability and efficiency of GSM operations and the influence of some selected macro economic variables on income generated from the business. Data was sourced from both secondary and primary sources. Information was elicited from 80 respondents randomly selected from Mushin and Oshodi – Isolo within Lagos. The data collected was analysed with the aid of descriptive statistics, Gross margin and Net return analysis and multiple regression analysis. Findings show that majority of operators were educated youth with a mean age of about 29 years. Moreover, about 71.3% of total respondents were jobless before the inception of the GSM business. This shows that deregulation has actually reduced youth unemployment in the study area. Study also showed that GSM operation was profitable both in the short and long runs in the study area with N73,452, N36,627 and N86,105 as the mean gross margin, net returns and income respectively. However, the return to scale analysis shows that operation is still in stage I of the production surface. Nevertheless the factor inputs except education were efficiently allocated. The regression analysis shows that year of experience, cost of operation, amount of loans obtained and manday are significant factors in the G SM business. The study recommends an expansion in the scale of operation by the operators and greater access to credit and greater encouragement to uneducated unemployed youth by the government. The…
