Comparison & contrast between educational practices in Public &Private sector universities of Pakistan.

Even though educational practices prevailing in Pakistani Public and Private Universities lack uniformity and differ in many aspects but still their educational systems resemble each other to a great extent. Pakistan is one of the underdeveloped countries whose education system remained neglected for a few decades particularly the education at university level. But the situation turned out to be completely different after the establishment of Higher Education Commission of Pakistan in September 2002.Majib reported that “Between 2002 to 2007 fund allocated for Higher Education Commission were raised from 3.2 billion rupees to 33.7 Billion rupees” (9) . As a result of this increment in the education budget, rate of growth in public and private sector universities enhanced greatly. After establishment of HEC about 47 public and private sector universities came into being (Majid 9).Following are the facts and figure of the public and private universities working in Pakistan till 2008: -------------------------------------------------

    Education is a universal, fundamental human right, recognized by the Universal Declaration of Human Rights, and reaffirmed in international human rights conventions. In this era of technology, advancement and globalization, education is the key to success and peace. Education is considered as the cheapest defense of a nation. But the worst condition of education in Pakistan reflects the fact that it is unable to defend its own sector. Though 62 years have passed and 23 policies and action plans have been introduced yet the educational sector is waiting for an effective educational reforms. With respect to Human Development Index, Pakistan has been placed by UNDP at 136th position, lower than some of its regional neighbors like Sri Lanka, Maldives, India and Myanmar mainly due to its low literacy rate and low primary level enrolment. In different reports the Ministry of Education claimed that literacy in Pakistan is over 50%, but open sources disagree with it and they say that it is merely 35%. Ratio of budget indicates the level of importance given by a nation to the education. Historically, Pakistan has been spending less on education, as compared to other countries in the region. Pakistan spends less than 2% of its GDP on education which is less than Iran, India, Nepal, Bangladesh and Maldives the neighboring countries of Pakistan, the world standard stands at 5% of the GDP. With such non serious attitude towards Education, there remains a dearth of well educated and skillful individuals. Among the SAARC Nations, Pakistan is at the sixth and at the 159th position among the 174 World countries.…

    Pakistan's Educational System

    Pakistan’s educational system is divided into five levels. The pre-university education includes four levels. The first is the primary level, which is grades one to five. Then, the middle level consisting of grades six to eight. Next is the high level, grades nine and ten. Then is the intermediate level which is grades eleven and twelve, leading to a diploma in arts or science. There is also a university level, which lead to undergraduate and graduate degrees. The Pakistani educational system is based on removing political power from local levels and concentrate it in a central authority. All of the institutions involved in academic and technical education, up to the intermediate level are controlled by the Ministry of Education. For any education programs above those levels, there is a government- enabled university in the four Pakistani provinces. The four provinces are Punjab, Baluchistan, and the North West Frontier. The universities are in control of organizing instructions and exams for their province. Separate from the Ministry of Education, other ministries supervise certain degree programs. Bahauddin Zakariya University (BZU) has been selected as sample case and data was collected from eighteen different disciplines and/or programs.
