National Institution for Transforming India, NITI Aayog: Overview
NITI Aayog or National Institution for Transforming India Aayog is a policy think-tank of Union Government of India that replaces Planning Commission of India and aims to involve the states in economic policy-making in India. It will be providing strategic and technical advice to the central and the state governments. Prime Minister of India heads the Aayog as its chairperson.[1]
Union Government of India had announced formation of NITI Aayog on 1 January 2015.[1][2]
There are couples of things to be considered here.
In Hindi, NITI (Hindi: नीति) means Policy,And Ayog(Hindi: आयोग) means Commission.
NITI Aayog would therefore mean:
• A group of people with authority entrusted by the government to formulate/regulate policies concerning transforming India.
• It is a commission to help government in social and economic issues.
• Also it's an Institute of think tank with experts in it.
India's Finance Minister Arun Jaitley made the following observation on the necessity of creating NITI Ayog: “The 65-year-old Planning Commission had become a redundant organisation. It was relevant in a command economy structure, but not any longer. India is a diversified country and its states are in various phases of economic development along with their own strengths and weaknesses. In this context, a ‘one size fits all’ approach to economic planning is obsolete. It cannot make India competitive in today’s global economy” [3]

We believe the single greatest risk of doing business in India is its bureaucracy. The Indian bureaucracy is often referred to as "babudom." An Indian bureaucrat is often referred to as a "babu." Today, babu may also mean "Sir" or "Mr." The babudom was formed after India gained independence from Britain. It employs many more people than necessary and it is highly unproductive. Each geographic region of the babudom requires specific government permissions and taxes. Making progress in the babudom with limited local support is a difficult task, especially for a small U.S. firm with limited capital.…

Till 1967, the centre-state relations by and large were smooth due to one-party rule at the Centre and in most of the states. In 1967 elections, the Congress Party was defeated in nine states and its position at the Centre became weak. This changed political scenario heralded a new era in the Centre-state relations. The non-Congress Governments in the states opposed the increasing centralization and intervention of the Central government. They raised the issue of state autonomy and demanded more powers and financial resources to the states. This caused tensions and conflicts in Centre-state relations. (Austin 1966)…
