a) To a large extent, I think the interests of the whole society should take priority over personal interests. The prime reason is, the development of the transport infrastructure is an issue related to all the citizens, and the transport infrastructure is belongs to the public, therefore, the interests of the whole society should be considered first. The society has the shared ownership, but not only considers and concerns one’s interest. Although the government should strike a balance between the interest of different social group, and pay attention to the minority, the government should not sacrifice the majority which would trigger riot and harm the social harmony. Therefore, the interest of the whole society is much important.
Furthermore, the impact of the development of the transport infrastructure is very great, which affect the entire Hong Kong, even the whole world. Since the influence is too great, it should consider seriously, and multi-dimensionally. Considering the personal interests is not comprehensive enough, and neglects the majority happiness, and hence, the interests of the whole of society should take priority over personal interests. With reference to the source, the development airport brings lots of advantages to Hong Kong. It hub of enormous economic value for Hong Kong, it also increases of the social-economic states of Hong Kong. The development also drives the economy and creates jobs; enhance the competitiveness of Hong Kong. Hong Kong transportation is also essential to Mainland and the country nearby, for its function of being an entry pot. So, the decision made on the issue of the transportation infrastructure should be pay attention to the consequences. If the government consider the majority interest and further develop the airport would definitely benefit Hong Kong, despite the drawbacks raised by the minority, and which related tie the personal interest.     First of all, Macau is only 16 square km in land area, which is made up of a peninsula and two islands. It is connected by ferry to Hong Kong and Guangzhou. An airport was opened in 1995 and the islands are being developed, but many parts remain rural and peaceful. On the other hand, Hong Kong has a land area of 1042 square km, but regardless of its smallness, it plays an important role in the world economy. There are three main regions: Hong Kong Island, the mainland Kowloon Peninsula, and the New Territories/Lantau Island. Most of Hong Kong is hilly, and much of the low level plains had turned into domestic land, only 28 per cent of the land remains rural. Even though both cities are considered as small cities, yet the populations between them are extremely different. Macau has a population of 500,000, while Hong Kong has a population of 7,116,302, with a density of 6707 per sq km. It is regarded as one of the world's most densely populated regions. Furthermore, because of the difference in population, the transportation in both cities is different as well. In Hong Kong, there are at least ten different types of public transportation, for example, buses, mini buses, ferries, taxies, subways and trains.     Hong Kong International Airport (HKIA) was built to replace the older Kai Tak Airport, situated in the center of urban Hong Kong. Population congestion dictated that the majority of the new airport would come from a sea reclamation project. The project was massive in scope, involving the creation of the world’s largest indoor covered area (for the terminals), the longest suspension bridge, and a high speed rail system, and so on. Original financing for the project was set at US$6.4 billion, and the cost of the additional project elements added another US$2.5 billion to overall cost. When completed, the airport was slated to accommodate over 87 million passengers and 9 million tons of cargo each year. The opening of the new airport in 1998, after one year delay in completion and an actual cost of around US$20 billion, faced many technical problems; for example, the baggage handling equipment was not ready. The first two weeks of the new airport’s operation were nightmarish, as aircrafts experienced huge delays, planes took off with the wrong luggage or none at all, baggage was lost, and flight information systems did not work. It was difficult to determine which of the multiple subcontractors for the project were responsible for each miscue or technical problem, because the project’s organization chart was complex, with multiple responsibility paths. It was also discovered that the Airport Management Division, responsible for organizing these systems, did not have any contingency plans and had done no risk management whatsoever.
