A Position Paper on the Bangsamoro Basic Law (BBL)

It’s been decades that most Muslim communities in Mindanao, if not all, have been involved in armed struggles to liberate and be known for their identity as Bangsamoro. Muslims in the Philippines, particularly in the Southern Philippines, were once a dominant group in the country. Mindanao is always known for its abundance in natural resources and its potential for growth and development. However, these are saddled with insurgencies and armed conflicts between Moro Groups and Government troops causing distress, underdevelopment, unattainable peace and order in this particular island of the Philippines.

In order to answer these problems and in order to attain equity, development and peace in Mindanao, several peace processes and movements led and initiated by the National Government were missioned and geared towards attaining this goal. Let us not forget the sacrifices of Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF) which continuously fighting for their identity and liberating Bangsamoro. In pursuit of their goal of liberating Bangsamoro, the MNLF involved the government forces in extensive armed conflicts, peaking in the early 70s - many lives were sacrificed and tons of blood was shed. For the past months, Congress of the Philippines got busy with the passage of Bangsamoro Basic Law. This position paper is written in support of the Bangsamoro Basic Law and its implementation towards the creation of Bangsamoro Region by 2016. As a Muslim youth who value her Bangsamoro socio-political identity, I believe that this Bangsamoro Basic Law will serve as the political settlement to address the Bangsamoro struggle and aspiration for right to self-determination in Philippines. However, while it is true that this Bangsamoro Basic Law will be the key to a genuine equity, development and peace in Mindanao, I

The Abu Sayyaf group (ASG) or “bearer of the sword” in Arabic is one of three major Islamic-based insurgent organisations operating in the Southern Philippines, specifically the rugged terrain of the Sulu archipelago and the island of Mindanao (Council on Foreign Relations 2009; Liss 2007; Crowley 2005, 5; Manalo 2004, 31; Liss 2007). The other two groups are the Moro National Liberation Front (MLNF) and the Moro Islamic Liberation Front (MILF) (Gersham ND, 1). Both the ASG and the MILF emerged as splinter groups from the MLNF in 1991 and 1984 respectively. Although the ASG is the smallest of these groups, it is considered to be the most radical (Gersham 2001, 1; Manalo 2004, 31; Schwarz and Morgado-Schwarz 2002; Liss 2007).…

The Moros had a history of resistance against Spanish, American, and Japanese rule for over 400 years. The violent armed struggle against the Japanese, Filipinos, Spanish, and Americans is considered by current Moro Muslim leaders as part of the four centuries long "national liberation movement" of the Bangsamoro (Moro Nation).[1] The 400 year long resistance against the Japanese, Americans, and Spanish by the Moro Muslims persisted and morphed into their current war for independence against the Philippine state.[2]…

Based on the historical data gathered, the regime of Marcos, although with lots of positive perceptions made him reign for a long period of time, the negative application of force still manifested on the different dimensions of his government, which triggered the people to protest and make an action against. The task of right government which is the social order has vanished in the latter part of his term. The relationship and orientation of things folded into chaos. People, eventually seek for a new reform, a reformation that will lead them somehow to the ideal city, a place where peace, truth, equality and order reign, and this, was marked as the beginning of the modern historical revolution. The Filipino people at that moment, whether not all were totally present still fulfilled the dream of a new reformation. The whole society stood as “Homo Particepts” and “Homo Contemplans” and not as a mere“HomoSpectans”.…

Recto covers a whole range of information that is relevant for this research. However, its value is in its information that it provides about the guerrilla groups, how they were formed, and the roll that the youth played in fighting the Japanese. In order to give the reader an idea of what the guerrillas were up against and why they were so determined to fight against the Japanese, I will be referencing Captain Vicente M. Agdamag who wrote, 150 Days of Hell Japanese Invasion of the Philippines 8 Dec 1941-May 1942. His real accounts of his time in the area of study during the Japanese occupation gives a very clear picture as to the horror that was going on and why they people chose to fight against the Japanese. Being a Filipino commander it makes his work even more relevant than the work would be had it been from an American who was there during that time. Because Agdamag does such a great job describing what went on during that time he also gave great accounts of the military movements, this includes both the movements of McArthur (when he was still in the Philippines) as well as the guerrillas. This military information will prove to be vital to constructing this research paper. The final key to my research is a documentary that was created entitled, Bloody War with the Japanese Invaders - The Philippines Hell. This documentary gives a great account over everything that was going on in the area well after…

Thus, all efforts and rules of society and government should be for the welfare of all, without exceptions. “The patrimony of the Nation” now read “our patrimony”, to make it more emphatic, a Nolledo amendment. The words “blessings of independence and democracy”, an Edmundo Garcia amendment, to underscore the importance of true independence even in the presence of democratic beliefs and…

Even for a country long hardened to election violence, the massacre of at least 57 defenseless civilians on the main southern island of Mindanao, many of them relatives and supporters of a local politician and a large group of journalists, sets a new low. This troubled corner of the Philippines usually makes headlines for its long-running Muslim separatist rebellion. But the killings starkly exposed a nationwide malaise: the fierce competition for regional power among the country's small élite of a few hundred families and clans that control an inordinate amount of the national wealth — and the desperate lengths some will go to protect their hold on power.…

When Ferdinand Marcos became the president of the Philippines, in his hands laid the full power and responsibility over the country. After a few years of his reign, his lust for power became demanding. So, then he decided to declare Martial Law, that was in year 1972. He had full control over businesses and also the media. Some people became resistant because they were afraid, but there was one man who wanted democracy to reign supreme. That man was Ninoy Aquino, he fought till the very end but when his assassination happened, it was going to be a crazy ride for Marcos. He tried his very best to retain his power over the Philippines, but then shouldn’t the government be afraid of its people and not the other way around? This is when the People Power happened, this was a non-revolutionary war. Guns and tanks didn’t take over but rosary and prayers; soldiers who were assigned to fight with the people surrendered and joined the peaceful movement. Then, the predictable fall of Marcos’ reign happened.…
