Proctoring is when someone watches the person while they are taking a test. This is important, because it lessens the chance of the person cheating. The person who is in charge of the student has to be a reputable person and has to apply as a proctor in advance. They cannot be a relative of the student in question, since the relative will want his or her relative to succeed and may turn a blind eye to any cheating. However, if the person has no relation to the student, then the proctor will not allow the student to cheat. Someone who is a local official, supervisor at work and a librarian can become a proctor as long as they are 21, plus they have to be over 21.
