Professional information offering service to the public should try to make their access offer to every collection and services free of charge to the user. If membership fees and administrative charges are unavoidable, they should be kept as low as possible and practical solutions found so less fortunate people is not excluded. Information professionals promote and give publicity to the collection and services so that the users and potential users are aware of the existence and availability of them. Professional information is using the methods that have the most effective ways to ensure that the materials are accessible by all.
