Abstract
The study will be conducted at the Ministry of Finance submitted at the Institute of Accountancy Arusha fore award of advance diploma in procurement and logistics Management (ADPLM). The study specifically intend to assess whether the procurement of goods, works and services is done by considering all ethical code of conduct, to examine whether the staff involves in public procurement they are aware of the ethical code of conduct, to understand the importance of following ethical code of conduct in procurement practice and to ascertain if there is any disciplinary measure taken to the procurement professional for not following ethical code of conduct.
Both quantitative and qualitative research approach will be used for the study. It will be will be structured by methodology that will survey the existing literature and quantifiable observations that will lead to statistical analysis. By using various data collection method including questionnaire, interview, observation and documentary the researcher was able to collect relevant data and reach in to conclusion.
