Executive Summary
In recent years, the railways development in Guangdong is prospering as the government intends to develop a comprehensive transport system in Guangdong province. Guangzhou-Shenzhen-Hong Kong Express Rail Link is always a focal point which arouses large controversy. Both China and Hong Kong government stress this project will boost tourism development between two places. Witnessing these facts, we want to investigate how XRL benefits tourism by searching secondary information including the operation of XRL, the benefits on tourism development, the issues of potential competition with airline and environmental problems. We realize that the construction of XRL although has benefits on tourism, especially in Guangdong province, however, its merits were doubted by Hong Kong people and even raised objections. Based on the information found, we also make some recommendations to solve the shortcomings of XRL and suggestions to how government should deal with the issues. Introduction

Development of tourism infrastructure will be the critical issue to ease the insufficient carrying capacity to meet tourism demand. The XRL runs from the terminus which located in the north of Western Kowloon Cultrual District, heading north to Shen/Zhen Hong Kong Boundary, where it connects with the mainland section like Futian, Xiamen, Fuzhou. The idea of” One hour circle living” between Hong Kong and Pearl River Delta will come into reality soon. The planning of XRL commenced in 2000 and its construction will be completed by 2015. Through these year, there were many debates concerning about the pros and cons of the construction of XRL.
