Unit 10 – Caring for children and young people
Pass one – Outline why children and young people may need to be looked after away from their families

Children’s Act 1989, 2004
Section 3 (1) in this act parental responsibility means all rights, duties, power, responsibilities and authority which by law a parent or a child has in relation to the child and their property.
Children’s Act 1989, describes how local authorities should carry out their responsibilities in relation to care planning, placement and case review for looked after children. Once you have contacted children’s social care. From this point your concerns are known as a ‘Referral’. Social workers then have a duty by law to investigate the situation or circumstances that have led to the referral. They will; complete an assessment/ child protection investigation in partnership with police and talk to the child/ family and visit home.
Child protection conferences
If the assessment indicates that the child is at risk of harm a child protection conference may be called. Its purpose is to:
Bring together and analyse, in an inter-agency setting, the information that has been obtained about the child's developmental needs, and the parents' or carers' capacity to respond to these needs;
Ensure the child's safety and promote the child's health and development within the context of their wider family and environment;
Decide what future action is required to safeguard and promote the welfare of the child, including the child becoming the subject of a Child Protection Plan.
