The Project Officer supports HSNP Co-ordinator to deliver specific aspects of the HSNP through pulling together implementation at the district level by five components. The five components of HSNP are Administration, Social Protection Rights, Payments, Monitoring & Evaluation and Management Information Systems (MIS). Specific responsibilities include:
ϖSupport HSNP Co-ordinator to develop, co-ordinate and deliver a work plan that must be within the overall project budget and ensure effective delivery of outputs and outcomes at the district level. ϖUndertake regular review of progress of the operations at district level. Support implementation of an effective internal monitoring and evaluation system. ϖEnsure effective management of fiduciary risk within the project, taking all necessary actions to minimise fiduciary risk and reporting regularly on this process to the Co-ordinator. ϖEnsure effective co-ordination and communication with complementary development initiatives at the district level such as Arid Lands Resource Management Project (ALRMP) and the Drought Management Initiative (DMI). This requires direct coordination with specific programmes as well as participation in relevant district level meetings (such as District Steering Group) where information on programmes in the district are shared. ϖMaintain an oversight of HSNP collaboration with ALRMP and DSG at the district level, such that where feasible ALRMP and other Government of Kenya (GoK)/donor-funded emergency and development activities can complement HSNP transfers. Complementary activities should increase the impact of both programmes, and help to transit the targeted families out of extreme poverty. ϖProvide inputs to HSNP work plan and deliver specific inputs from district level operations for HSNP periodical progress report. ϖAssist the Coordinator to document project systems and procedures at the district level as part of the quarterly reporting and assist with synthesising these as part...
