Abstract Health care for the military service members and their families use to be provided in Military Medical Facilities on a space available basis. With health care becoming a major demand for military service members and their families Congress passed the Dependents Medical Care Act of 1956 then with the Military Medical Benefits Amendments of 1966. These allowed the Department of Defense to go out and get contracts with different civilian health care providers to provide care to military service members and their family members as well. The Department of Defense came up with a contract and health care program known as the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS). With the escalation of costs, paperwork, and family members dissatisfaction, the Department of Defense founded a new health care program called the Defense Health Agency (DHA) the main job of DHA was to manage the activities of the military health system. DHA changed the health care program and moved to TRICARE Management Activity (TMA) which is the program the military uses today.

On August 7, 2014, the President signed into law the Veterans Access, Choice, and Accountability Act of 2014 (“the Act,” Public Law 113-146, 128 Stat. 1754). Further technical revisions to the Act were made on September 26, 2014, when the President signed into law the Department of Veterans Affairs Expiring Authorities Act of 2014 (Pub. L. 113-175, 128 Stat. 1901, 1906). Section 101 of the Act creates the Veterans Choice Program (“the Program”). Section 101 requires the Secretary to furnish hospital care and medical services to certain eligible veterans through agreements with identified eligible entities or providers. Sec. 101(a)(1)(A), Public Law 113-146, 128 Stat. 1754. Delivery of such care through non-VA health care providers will be at the election of eligible veterans. This interim final rulemaking primarily restates these mandates and prescriptions in a regulatory framework, and provides guidance where Congress' instructions were not clearly executable on the face of the law. Congress directed VA to publish interim final regulations concerning this program within 90 days of enactment. Sec. 101(n), Public Law 113-146, 128 Stat. 1754. The United States (US) health care system is changing dramatically. The Affordable Care Act is a catalyst that is spurring change by the promotion of two drivers: access and primary preventative care. Before the passage of the Affordable Care Act (ACA) in 2010, over 47 million Americans were uninsured thus denying them access to basic health care (U.S. Department of Health and Human Services [HHS], 2012). Increasing access and increasing the availability of primary care services (pre-natal care, preventative care, primary disease prevention, and secondary disease prevention) can improve the overall health in the US.…

It is no secret that there is much controversy surrounding the health care system in the United States (US). The hybrid public-private nature of the system has resulted in many inequalities for users. These inequalities include access to primary and preventative health care, access to affordable health care and the uneven outcomes of health care interventions. Even more challenging is the lack of agreement of government and policy makers on how to address these difficulties. The Patient Protection and Affordable Care Act (PPACA) was enacted in 2010 with a key goal of expanding the accessibility of healthcare coverage to more people in the US. While the PPACA reshapes the landscape of…

This article shows the need for the federal government to intervene in the way the health care system is running. It also shows exactly how the government should intervene and the positive outcomes that would result from that intervention. They state that because they are the largest single payer and the largest single provider of care from the Veteran Health Administration, the Department of Defense, and Indian Health Service. They state that the federal government is the only entity that has the ability to get the attention of all the interested investing parties in order to improve care and raise the bar on the expectation of health care. Also the article states that the role of the federal government has been limited so far. The efforts made to improve quality of health care and dispersment of care equally has been given very little funding. If the government were able to divvy out the proper funding toward health care and increase their role they could do a number of things to improve the quality of care given. These actions include but are not limited to sponsoring the use of uniform measurements of health care quality, implement information systems that are available to the private sector, and provide incentives and rewards for excellent performance in providing care.…
