Traffic Impact Analysis Paper

Thank you for providing the California Department of Transportation (Department) the opportunity to review and comment on the Traffic Impact Analysis (TIA) for the City of Chino Hills Overton Moore Butterfield Ranch Apartments & City Park (Project). The proposed project is located east of Butterfield Ranch Road, west of the State Route 71 (SR-71) Freeway and the future City Park, and north of an existing flood control channel. The Project consists of up to a 368-unit apartment complex on an approximately 16.53 acres and a City Park on 14.92 acres Land.

• SR-71 serves as an intraregional route circulating significant volumes of local traffic as well as connecting major east-west corridors within the Region and the City of Chino Hills. Our system planning document for SR-71’s 20 year outlook proposes mainline improvements by adding 2 mixed flow lanes from 1 mile north of Pine Avenue to San Bernardino Riverside county line. As a result of improvement on this segment of SR-71, the route will operate at the LOS “D” by 2035.

We encourage the City to embark a safe, sustainable, integrated and efficient transportation system and complete street to enhance California’s economy and livability within a mixed use development.
