Terms of Reference for engaging the services of a consultant to develop a roadmap for promoting solar water pumps for irrigation in West Bengal
The “Indo-German Energy Programme - Renewable Energy Component” (IGEN-RE) is a bilateral technical cooperation measure between the Federal Ministry for Economic Cooperation and Development (BMZ), Germany and the Ministry of New and Renewable Energy (MNRE),
Government of India. The project aims at improving the conditions for access to clean energy in rural areas from renewable energy sources. BMZ has commissioned GIZ with the implementation of the project. GIZ is a federal enterprise based in Eschborn and Bonn,
Germany.
As part of the IGEN-RE programme, MNRE, West Bengal Renewable Energy Development
Agency (WBREDA) and GIZ have entered into a tripartite agreement to help strengthen the various schemes being implemented by WBREDA to promote clean energy solutions in rural areas. Under this mandate, GIZ proposes to explore the potential for integration of clean energy technologies within the agicultural value chain, especially solar water pumping.

1. Background
A complex set of factors ranging from global warming, competitive land use and the mismatch between growing demand and supply of energy in general, and electricity in particular, are some of the key challenges for the vast agrarian population in India. Far a large section of farmers, the customary means of irrigation is through diesel pumps. With the increasing cost of diesel, many farmers are unable to irrigate their agricultural land to the extent necessary. Environmentfriendly, low maintenance, solar photovoltaic water pumps (SWP) can be a potential solution to address this problem.
