THE PROBLEM AND ITS BACKGROUND
Attitude problem of the highschool students is one of the trending topic now a days. (Blogspot) Many people where talking about the causes of this attitude problem. And the causes that they see is bullying, peer pressure and family problem.

Bullying has been a critical issue in schools, however lately it has become quite an epidemic and many students are taking their own lives because of being bullied. Students are being harassed physically, mentally, and emotionally through different forms such as verbal threat and teasing to receiving text messages/instant message through phones and computers. Peer pressure can turn a perfectly level headed child into class-cutting, insolent, problem child. Why is this? Well, several reasons. First teens are not children, and they're not adults so you can't use either form of psychology on them. A teens body is under the powerful thrall of hormones. You're not dealing with a rational person. Hormones are powerful chemicals, and they are telling your teen to exert their independence at all costs and they do. You'll find that once puberty hits, whatever unresolved family problems lying just under the surface will rear their heads and be magnified a thousand times. Resentments about past hurts and difficulties will show themselves in numerous, albeit, destructive ways. (Encyclopedia)

With the passage and approval of Republic Act 8044 or the "Youth in Nation-Building Act" in 1995, the National Youth Commission (NYC) was created to serve as the sole policy-making and coordinating body of all youth programs and government projects. This Act mandates the NYC to undertake "a national study on the situation of youth in the Philippines" identifying priority needs,prevailing attitudes and values,existing services and gaps in the service delivery of the basic needs of the youth. A second mandate is for the NYC to conduct a "national review, evaluation and reform of all organizations delivering services to the youth." (SWS.org) Researchers used their Global Risk Assessment Device (GRAD) an internet-based questionnaire for young people designed to assess risk of further problems in life and including issues such as previous involvement with the law, family and parenting, substance abuse and traumatic events.
