The Constitutional Convention delegates were from a variety of different backgrounds and different political views. They held a debate about how many representatives would be acceptable for each state to have. The states with a large population preferred the Virginia Plan. This plan allows for each state to have a different number of representatives based on the population. The states with a smaller population preferred the New Jersey Plan.
