Parents who have children removed from their home still have rights over them. Placing their child in foster care is only a temporary solution in order to stabilize the family and protect the child. Legally, once the child is in state custody, the parents no longer have control of what is going to happen to their child. Although the parents maintain their rights, the state now provide and maintain the welfare of that child while the parent(s) complete the goals given to them to regain custody (Koocher, 1990). The agency that is placing a child in a foster home has the responsibility of making sure it is the right fit for the child.
