Why should we look at communication strategy before we look at communication skills (such as grammar and punctuation)?

EXAMPLE:
Write or speak to the wrong person
Don’t have your ideas structured
Don’t think about how to motivate your audience
Neglect any other aspect of your strategy

They all depend on one another. For example, the communicator’s goals and credibility depend on the nature of the audience; a message depends on the nature of the goals; and so forth.
