This paper is about the Coatesville fires in Pennsylvania in 2008. The fires were being randomly started with no reason. The fires were set by a group of people. The five suspects that were arrested were Robert Tracy Jr who was an assistant fire chief, (6 ABC Action News 2009), a 19 year old teenager named Roger Leon Barlow, McWilliams who suffered from mental illness, George Donkewicz, and Mark Gilliam a friend of Barlow’s. (MICHAEL P. RELLAHAN 2010) In the next four paragraphs I will explain the four functions of probation/parole and how they can be applied to the Coatesville Fire Cases. Presentence investigation is prepared for a person convicted of a serious crime. It’s an interview of the defendant to review their criminal record and facts about the crime that was committed. (Green, Celillanne 1983). For the Coatesville fire case I would have a presentence investigation for Robert Tracy Jr and Roger Leon Barlow. Obviously Robert has an insight on fires in his background. He was an assistant fire chief so he would know the best ways to start a fire and get away with it. He admitted to setting two of the fires. Barlow is a 19 year old teenager who was a pyromaniac who liked to watch things burn. Barlow admitted to starting nine of the fires one of them burning down fifteen homes. NBC News (July 17th 2009) McWilliams admitted to setting five fires in 2007 and 2008. Donkewicz set a fire that had killed an 83 year old women and set four out of five fires between 2007 and 2008. Gilliam set the fire inside happy days Family Bistro in Caln. (MICHAEL P. RELLAHAN 2010)
The next step after presentence investigation would be the intake procedure which is a settlement process in which a probation officer works with the defendant. All the information gathered during the presentence investigation will be revealed to the
