The Birth of Vietnam Federation of UNESCO Associations

Vietnam became a member of UNESCO since the government of Bao Dai (1951). After reunification, the Vietnamese Government in turn replaced the former of Saigon government at the United Nations and the specialized agencies of the United Nations, including UNESCO (1976). In 1981, Mr. Amadou Mahtar M'Bow, General Director of UNESCO sent a letter to Prime Minister Pham Van Dong and introduced about the system of UNESCO Clubs in the world and suggest that Vietnam has a network of non-governmental UNESCO in Vietnam to attract community participation to contribute to UNESCO activities in Vietnam. In 1986, General Director of UNESCO again recommended that the Government of Vietnam to consider forms of non-governmental UNESCO activities. On March, 1993, in Mr. Federico Mayor’s visiting to Vietnam, General Director of UNESCO, Deputy Prime Minister Nguyen Khanh behalf of the Government of Viet Nam and Mr. Mayor had signed a memorandum of understanding, which states that the Vietnamese Government will actively consider the establishment of the Vietnam Association of UNESCO. Then the Vietnam National Commission for UNESCO and the Ministry of Foreign Affairs had contributed along with the founders actively preparing for the launch of a network of non-governmental UNESCO in Vietnam which will be known as the Association of UNESCO Vietnam. On August 3rd 1993, Prime Minister of the Socialist Republic of Viet Nam had signed Decision No. 397/TTg allowing establishment of UNESCO Clubs Association of Vietnam. On October 6th 1993, the First National Congress and is the Founding Congress of the Association of UNESCO Clubs Vietnam was held in Hanoi, with the participation of about 150 founder individuals individual and collective, including scientific research agencies, units performing arts, scientists, artists, teachers, social activists Vietnam attended the meeting.
