As being observed in the Philippine situation the common problem and also not a new issue in agriculture sector is the low productivity and low income of farmers which can be attributed to their lack of capital. Many farmers have no enough savings or cash on hand to purchase new inputs including machineries, chemicals, pesticides and high yielding varieties of seeds which will help them to improve their earnings because these inputs are usually expensive. As an answer to this dilemma they rely on credit and the proliferation of different credit institutions is a great help to them.…

Agricultural credit is a vital input in the improvement of agricultural productivity of the country. Since personal resources of the farmers are low, Financial Inclusion will go a long way in not only improving agricultural productivity but also in reducing inequalities of income distribution amongst various sections of rural poor. Most poor people manage to mobilize resources to develop their enterprises and their dwellings slowly over time. Financial services could enable the poor to leverage their initiative, accelarating the process of building incomes, assets and economic security. However, conventional finance institutions seldom lend down-market to serve the needs of low-income families and women-headed households. They are very often denied access to credit for any purpose, making the discussion of the level of interest rate and other terms of finance irrelevant. Therefore the fundamental problem is not so much of unaffordable terms of loan as the lack of access to credit itself.…

The search for a system to tackle the financial problems of the rural dweller started as far back as the 1960s under the Nkrumah regime. During that period, the need for a veritable rural financial system in Ghana to tackle the needs of small scale farmers, fishermen, craftsmen, market women, traders and all other micro-enterprises was felt. The need for such a system was accentuated by the fact that the bigger commercial banks could not accommodate the financial intermediation problems of the rural poor as they did not show any interest in dealing with these small scale operators.…

*ASHISH SHARMA (R.R.M. COLLEGE, Neemuch) Agriculture plays an important role in the development of the Indian economy. It accounts for about 19-21 per cent of GDP and about two thirds of the population is dependent on the sector. The importance of farm credit as a critical input to agriculture is reinforced by the unique role of Indian agriculture in the macroeconomic framework and its role in poverty alleviation. Agricultural finance is a subset of rural finance dedicated to financing agricultural related activities such as input supply, production, distribution, wholesale, processing and marketing. Financial service providers face distinct challenges when dealing with this sector. For example, the seasonal nature of production and the dependence on biological processes and natural resources leaves producers subject to events beyond their control such as droughts, floods or diseases. The modern agriculture has increased the use of inputs specially for seed, fertilizers, irrigational water, machineries, implements etc. which has increased demand for agricultural credit. The adoption of modern technology, which is capital intensive, has commercialized agricultural production in India. Besides, the farmer's income is seasonal while his working expenses are spread over time. In addition, farmer's inadequate savings require the uses of more credit to meet the increasing capital requirements. Furthermore, credit is a unique resource, since it provides the opportunity to use additional inputs and capital items now and to pay for them from future earnings.…

In-spite of the importance of the sector (RUSACCOs) to create financial access to reach deep the rural poor and participate all sections of the society members, attention was denied during the previous times. It is recently that the promotion of RUSACCOs has been started on a pilot basis by VOCA-Ethiopia in collaboration with RCPBs. This program was confined to agricultural high potential areas covering a limited geographical area in four major regions. Accordingly they have successes to establish around 50 RUSACCOs in these regions with a limited (very few) membership size not exceeding 40-50 members in each RUSACCO.…
