Sustainability of Bioethanol
Executive summary
The Dutch society recognizes the need for sustainable production and use of biomass. This has been expressed by environmental groups and the Parliament. The Dutch government decided to seek solutions by developing sustainability criteria and certification of biomass by a commission sustainable production of biomass
(duurzame productie van biomassa, DPB). Between January 2006 and July 2006 these criteria have been developed. Parallel to these developments, in February 2006 this project was commissioned by SenterNovem on behalf of the Dutch Ministry for Housing, Spatial Planning and the Environment. As Brazil is one of the most likely countries to export bio-ethanol from sugar cane to the Netherlands, the sustainability of Brazilian bio-ethanol is the main topic of this report.
The main objective of this report was a comparison of Dutch sustainability criteria and the current Brazilian practice, and quantification of the consequences for ethanol production in terms of production method and production costs if these sustainability criteria are applied. To this end, the Dutch sustainability demands for bio-ethanol were investigated, including stakeholder consultation in the Netherlands (NGO’s, industry), and an extensive assessment of the current ecological, economic and social impacts of ethanol production based on sugar cane in Brazil was carried out.
While the current study contains many different types of uncertainties, no prohibitive reasons where identified why ethanol from São Paulo principally could not meet the Dutch sustainability standards set for 2007. In many impact categories, Brazilian ethanol from sugar cane scores average to (very) positive, see also table I for a summary. For a number of other criteria, problems are identified, but it also appears that these may differ strongly between the individual plants. Furthermore, for most of these issues, measures can be identified to improve performance (when needed).

Ethanol is used as gasoline and is helping our planet by using renewable resources as fuel instead of fossil fuels. One may not know this but one probably has ethanol in one’s gas tank right now, since it is in 95% of public gas pumps in the US. Ethanol is advancing developments in a more eco-friendly fuel. In 1908 the first car that could use ethanol as a fuel was the Model T Ford invented by Ford Motor Companies. Ethanol is required by law to be in gasoline because it is part of the Clean Air Act(1990), the Alternative Motor Fuels Act(1988), the Energy policy Act(2005),and the Renewable Fuel Standard Program(RFS). The average price of a crude barrel of oil has steadily increased and nearly tripled from $23 in 2001 to $60 in 2006. To combat this problem our government has come up with two ways to decrease our dependency on foreign oil, and become less subjective to OPEC. The first way is to increase the amount of oil we produce in the United States. Relaxing some of the government restrictions on oil drilling would help promote more production, such as the Bush Administration’s proposal to open some of the Artic National Wildlife Refuge to oil drilling. Unfortunately relaxing government regulations in any industry can be a very slow political process. The other way to reduce our dependency on foreign oil is to find alternative sources of energy. This seems to be a solution that is supported in almost all political realms. In this list of alternative energy sources is Ethanol. Ethanol is a combustible substance that exists in small amounts in about one third of the gasoline sold in the United States. Many domestic vehicles have flex fuel engines that will run on gas that is up to eighty-five percent ethanol. The good thing about ethanol is that it can be refined out of products like corn or sugar. Because ethanol is a legitimate alternative to traditional fossil fuel, support for ethanol producers in the United States is very high.     According to America's energy department, ethanol results in fewer greenhouse gas and carbon emissions compared to unleaded gasoline, and is fully biodegradable (Biofuels). The national average reduction in emissions for corn ethanol is roughly twenty percent. The reason emissions fluctuate is because not every batch of e85 is eighty-five percent ethanol. The maximum number of reduction from pump e85 is fifty-two percent. In addition, ethanol produced from corn cellulose can have numbers very close to a seventy-eight percent reduction. Additionally in the future, ethanol made from biomass cellulose can reduce emissions by eighty-six percent compared to gasoline. Furthermore, according to the Alternative Fuel Data Center, e85 decreases emissions of carbon dioxide, carbon monoxide, and other harmful toxics (Ethanol). The United States is the second greatest carbon polluter right after China. With cars running on e85 carbon emissions in the United States can reduce drastically. Brazil, a country in which relies heavily on the use of ethanol fuel, produces roughly one-tenth the amount of carbon emissions that the United States does. Many people believe that milling ethanol is more harmful to the environment than drilling for gasoline. However, ethanol is made from things that are grown, ethanol’s waste can be recycled into food for livestock, and many other countries have been using it with positive results.     In actuality it takes one-point-seven times more energy to produce and process the corn for ethanol, and then have to distill it than we save from actually using it as a fuel for our vehicles (Potera A18). It is also a myth that we as a country will somehow or someday ever be one-hundred percent free from foreign oil use or importation. Professor David Pimentel of Cornell University in Ithaca, New York states that "The myth is that ethanol frees us from dependence on oil, yet we actually import oil to run ethanol plants and grow the corn," (qtd. in Potera A18). Ethanol may initially be cheaper when you are filling your vehicle up at the gas-pump, about thirty-cents less per gallon, but when you factor in ethanol blended fuels poorer gas-mileage, the overall cost is slightly higher for most drivers (Newman 2012). It is also more harmful for car engines then regular non-ethanol fuels are, reducing the engines longevity and hitting our pocket books when it comes to repairs. Scott Faber, the Vice President of Government Affairs for The Environmental Working Group (EWG) whose mission is to “empower people to live healthier lives in a healthier environment.” stated is a 2013 press release that "Ethanol is more corrosive and burns hotter than gasoline, properties that could cause some engines to stall, misfire and overheat.” He further stated that fuel with higher ethanol blends emits more pollutants like nitrous oxide and formaldehyde than gasoline does, and it also lowers gas-mileage and damages the vehicles fuel tanks and pumps (Faber 2013).
