BRIEF OF THE CASE FOR UPGRADATION OF THE POSTS OF SUPERINTENDENT & DEPUTY SUPERINTENDENT, CUSTOMS

The Superintendent (Customs, Sales Tax & Federal Excise)

The post of Superintendent, Customs & Federal Excise (under the Federal Government) was placed in National Pay Scale No.16 of Rs.400-35-750/50-1000 introduced vide Government of Pakistan, Ministry of Finance’s Office Memorandum No.F.1(36)GAZ-IMP.1/73 dated 18.08.1973 read with Annexure thereto. Since then it is existed in the same scale of pay whereas the same post existed in Pakistan Rangers in placed in BS-18. Similarly the post of Superintendent of Police in Islamabad Capital Territory, Pakistan Railway Police and in all the four Provinces as well have been placed in BP-18

The principal of equality has not adopted in the case of Superintendent of Customs under the Federal Government and needs to be implemented in letter & spirit by up-grading the said post of Superintendent, Customs & Excise Department / Service from B-16 to B-18 as existed in other departments like Islamabad Capital Territory Police, Pakistan Rangers & the police department in all the four provinces.

It may not be out of place to mention here that the Inspector which was existed in B-10 and was the sub-ordinate to Superintendent (BS-16) has been awarded up-gradation four time i.e. on 01.07.1983 from BS-10 to BS-11, 07.11.2003 from BS-11 to BS-12, 27.05.2008 from BS-12 to BS-14 and now from BS-14 to BS-16 with effect from 01.01.2013 while the up-gradation of Superintendent, Customs, Sales Tax & Federal Excise has not been considered which has created unrest amongst them.
