1. Stutton Foster reasons were:

Sutton Foster believed in the show, Thoroughly Modern Millie, more than, Eponine in Les Miserables, because despite the money Foster went with what felt right to her.
Sutton Foster also wanted to be apart of Throughly Modern Millie's creation. Foster wanted to contribute to the show, and choosing to be in the ensemble over having a role, shows how much she appreciated and favored the show.
2. The consequences for Sutton Foster and Kristen Chenoweth decisions were both extremely similar. Both Foster and Kristen got offered two roles to act in.
