Research Proposal
My strategic plan will cover the U.S. Air Force (USAF) and explain how as a government activity that does not exist for purposes of profit in standard terms; profits, planning, organization, mission objectives, and desire to improve are at their core. I will explain the three levels of decision-making as it applies to the USAF that include corporate-level, business-level, and functional-level.
My research sources will include Colonel Campbell journal of Governance from 2002, titled Long–Range Corporate Strategic Planning in Government Organizations: The Case of the U.S. Air Force that examines the 66 years of USAF.

This source further examines “Matters not often addressed in Air Staff money drills and capabilities assessments-specifically, it looks at the Air Force 's top-level organizational structure, primarily targeting the organization and personnel categories of the doctrine, organization, training, materiel, leadership and educations personnel, and facilities framework” (Sundberg, 2013, p. 1). With political and budgetary pressures, the corporate level of the USAF commonly referred to as the Air Staff faces critical decisions on funding critical capabilities and programs. A part of the critical decision include top-level reorganization, cutting employees and servicemembers, and reducing the bureaucracy in areas of training, procurement, effectiveness. Primary targets for the Air Staff and the board of directors consisting of Secretary of Air Force, Chief of Staff, 12 Major Command Commanders, and six Field Operating Agencies include “Organization and personnel categories of the doctrine, organization, training, materiel, leadership and educations personnel, and facilities framework” (Sundberg, 2013, p. …show more content…

Today, the Army’s aviation assets consist of 12 active duty Combat Aviation Brigades and eight Reserve Combat Aviation Brigades (Dunnigan, 2011). While the types of CABs may vary slightly across the force (some have AH-64Ds Apache attack helicopters while others have OH58D Kiowa Warrior scout helicopters), each CAB has approximately 2,700 soldiers (Dunnigan, 2011). Each CAB’s soldiers are spread out between a Headquarters and Headquarters Company (HHC) and five Aviation Battalions (Dunnigan, 2011). Each Battalion and HHC has a personnel Career manager for enlisted soldiers only. There is one enlisted Career manager for approximately every 250-300 Soldiers. The Brigade’s officers (a combination of Warrant Officers and Commissioned Officers) make up between 25-30% of a Combat Aviation Brigade (between 675 and 810 officers) and are only represented by branch managers at Human Resources Command (U.S. Army Human Resources Command, 2012). Considering there are 20 Aviation Brigades, the 25 total branch managers for the Aviation branch are currently responsible for the career management of approximately 15,000 officers at an…

America is facing a period of fiscal austerity that is forcing reductions in military spending. The challenge is to field a joint force capable of protecting America’s interest against increasingly lethal adversaries operating in a complex, fluid and global environment while simultaneously reducing defense spending. Joint Force 2025 must have the capability to protect and advance America’s interest by supporting the three strategic pillars of the defense strategic guidance identified by the Secretary of Defense in the 2014 Quadrennial Defense Review. It must defend the homeland, build global security, project power and win decisively. This requires specific service capabilities that guarantee America’s advantages in each domain of the global…

n 3 November 2010, the commander of United States Air Forces Central Command (COMUSAFCENT) signed and released an order establishing the 9th Air and Space Expeditionary Task Force– Afghanistan (9 AETF-A). This order represents an important moment because it alters the 20-year-old model of how COMUSAFCENT, in his role as the 9 AETF commander, presents forces to the supported joint force commander (JFC)—in this case, the commander of US Forces–Afghanistan (COMUSFOR-A).1 This article serves as a complementary piece to Lt Gen Mike Hostage’s article “A Seat at the Table,” which appeared in the Winter 2010 issue of this journal.2 It documents how this change in USAFCENT’s airpower command and control (C2) structure developed, tempered by my observations and perspective as the commander charged with implementing the COMUSAFCENT’s vision. First, I explain the…

Billy Mitchell was the founding father of what is now the Air Force. His legacy of tragedy and triumph resonates with the proposition that success always starts with failure. The tragedy of his court martial, subsequent resignation after a long military career, and early death ended in triumph because his vision became a reality in the creation of today’s independent Air Force. Mitchell’s vision for the Air Force past and present was a theory of airpower not based on a single idea but on the combined ideas of the strategic value of airpower, operating under the command of an Airman, within a separate and independent service department. His leadership created a forward-looking organizational culture in the United States Army Air Corps and Air Forces centered on technology and airpower and that contribution is his legacy that endures in the Air Force today.…

Recommendations to provide quality operational art and operational design in the future include the ability to adapt and respond, creatively changing plans in order to pivot as the national mission, and strategy changes. In order to accomplish this, a regular assessment of whether the strategic leadership priorities and requirements match the current national threat must be achieved through situational awareness. The operational art and operational design process also needs a mechanism to counter civilian leaderships influence by periodically having an objective evaluation of the plans functionality and desired end state. It is also important to realize that sticking with an incomplete or subpar campaign plan can be as bad as having no plan at all. Above all, civilian leadership of the military must end with the policy-making process and the U.S. military leadership must never relinquish their predisposed ability to plan for and implement those policies in any manner they deem…
