Problem Statement
As conceptualized from the performance indicators of the Cervantes Elementary School, for the school year 2012-2013, data shows that participation rate was 92.41 %. However, cohort survival rate is 96.15 % while the graduation rate was 87%. However, the retention rate of 90.64% is quite alarming for the academic performance of the Cervantes Elementary School. From the 657 enrolment, kindergarten to grade six level of pupils, it was noted that 8.33 % failed. With this problems, this special remedial class (SRC) is pursued by the proponent to provide solution to the existing perceived problems of the teachers, hence, this re-entry plan is conceived, to open a new horizon program design. The venture to enhance low academic performance of elementary school students in Cervantes Elementary School is indeed a problem. The special remedial class will be held during Saturday and Sunday to enhance the low academic performance which will pave the way for the enhancement of academic performance of the pupils. This will be undertaken by identifying academically poor students in the tool subjects, i. e., English, Mathematics and Science. It is a tutorial program of instruction design conducted one and half hours during Saturday and Sunday. The teachers will be tapped from the faculty of the Cervantes Elementary School on the basis of their field of specialization or expertise, who has the dedication and sympathy to conduct intensive lecture on the tool subjects, i. e., English, Mathematics and Science. The teachers will be given remuneration as incentives in the form of honorarium. Funds will be requested from the DepEd, and the LGU of Brgy. Cervantes, Catarman through the Barangay Captain and the Barangay Sangguniang Bayan Members. It is also hope that the Cervantes Elementary School will make representation to the DepEd top management Act (GAA). Other sources will be derived from solicitation especially those graduate from CES who are already well-off and wealthy living abroad, in Metro Manila, Cebu and elsewhere in the Philippines. When solicitation succeeds, any amount of funds will be deposited in the bank through the Treasurer of the PTCA, to ascertain that the payment of honorarium for teachers' services will not be paralyzed. The low academic performance of elementary school pupils enrolled in Cervantes Elementary School (CES) encountered this problem, because of parent's socio-economic status, inadequate basic education and training in the elementary, absenteeism, and related problems that beset them as pupils. Based from observations, the school has existing program of this kind to alleviate the low academic performance of this group of pupils. It is the RRE (Remediation, Reinforcement and Enhancement) but this re-entry plan is envisioned as "Special Remedial Class". This educational development plan of the researcher is premised on the concerted efforts of the CES stakeholders, to help them alleviate problem on low academic performance of elementary school pupils. Enjoyment of true education is for everyone, which everybody is expected to avail, the kind of life that young individuals enjoy in society.
