ABSTRACT

The research is aimed at establishing the factors affecting/influencing community participation in ECD programmes in Masalani Zone, Masalani Division, and Ijara district Kenya. Secondary sources were adequately used and these helped to give a clear picture of how the whole study was to be conducted. The study utilized a descriptive survey design to investigate community participation in ECD programmes and childcare. Questionnaire and interview guides were employed and used as the instruments for data collection. The findings from the study revealed the following; Only 25% of the Community are involved in ECD programmes, 50% of the ECD pupils learn under trees and sit on ground, 75% of the Community/parents need to be mobilized on the importance of ECD programme, 25% of the ECD teachers have no policy guideline on the conditions of service and only 50% of the ECD centers in the zone have less learning materials by the community. The recommendations made were as follows; Community/parents should agree on uniform fees to be paid per child, community/parents

    Firstly, in order for the effects of ECD programmes to be sustained in the long-term, the programmes themselves need to be sustainable. To ensure sustainability and optimise long-term effectiveness, ECD policy and programmes must be contextualised, which requires taking into account factors such as community and familial priorities and risks, resource constraints, and cultural beliefs, norms and practices with regards childrearing; identifying and mobilising resources within the wider ecology (as opposed to being deficit-focused); and finally, being mother tongue-based (Britto et al., 2013; Engle et al., 2007; Garcia et al., 2008; Penn, 2004; Reynolds, 1998; Samuels et al., 2012; UNESCO, 2006). Within the South African context where significant challenges to service delivery negatively affect the long-term effectiveness of ECD programmes, a comprehensive and cohesive approach to ECD, which involves the collaboration of both different governmental departments and nongovernmental institutions that deal with different domains of child wellbeing, may be beneficial (Albino & Berry, 2013; Britto et al., 2013; DiGirolamo et al., 2014; Engle et al., 2007; Goduka, 1997; UNESCO, 2006).     The demand for the pre-primary education and childcare has increased steadily in the span of last five years (2008-2012) in various countries in the Asia Pacific region. This has been primarily because of the growing awareness amongst people about the importance of the early childhood education and care. Additionally, the increasing number of working mothers and growing trend of nuclear families has strengthened the demand for the childcare and preschool services amongst masses. Furthermore, growing private financial investments in education and childcare services sector has also resulted in the expansion of the pre-primary education and childcare facilities across various small and large cities in these countries. India pre-primary education and childcare market has grown at a CAGR of 16.5% during 2007-2012 from USD 897.4 million in 2007. China has experienced a similar increase in the revenues, which grew by 16.0% during 2006-2012, reaching USD 68,334.1 million in 2012. The increasing outlay of public expenditure in the pre-primary education and child care services has spread the market presence of these centers especially in regional and rural places in these countries. The rising disposable incomes and middle class population have also supported the growth of the pre-primary education and childcare services in this region. As the APAC region hosts the five most populous countries in the world, the opportunity of serving to the increasing population of the under six year olds is immense which is steadily being tapped by the rapidly increasing organized market players.
