Roles y Responsabilidades de los Recursos Humanos
La gerencia de los recursos humanos es vital para el éxito de toda empresa. Debido a los cambios que ha enfrentado la economía en los últimos años, las empresas han comenzado a visualizar el manejo de los recursos humanos como un medio para contribuir a la rentabilidad, calidad, y otros objetivos comerciales, mediante el mejoramiento y apoyo a las operaciones comerciales.

Entre las responsabilidades con que cuenta un departamento de recursos humanos se encuentran, el análisis y diseño de puestos de trabajo, planificación, reclutamiento y selección de personal, el adiestramiento y desarrollo de los empleados, evaluación del desempeño, la administración de compensación y beneficios, los servicios a los empleados, mantener y custodiar los archivos del personal, velar por el cumplimiento de políticas de salud y seguridad ocupacional (Noe, Hollenbeck, Gerhart & Wright, 2004) . Sin embargo, las responsabilidades de la administración de los recursos humanos no son exclusivas de los profesionales que laboran en el Departamento de Recursos Humanos. Todos los gerentes y supervisores se enfrentan diariamente con situaciones directamente relacionados con las prácticas de empleo de la empresa y son ellos responsables por tomar las decisiones. Es por eso que una de las actividades principales del Gerente de Recursos Humanos es proveer consejería a los gerentes y supervisores como si fuera un consultor interno de la organización. El conocimiento del profesional de Recursos Humanos en áreas de políticas de empleo y legislación laboral lo convierte en un recurso valioso para la toma de decisiones. Por lo tanto, la comunicación efectiva con los gerentes y supervisores es crítica para facilitar el logro de las metas de la organización (Ortiz, 2002).

Aunque existen roles y responsabilidades comunes en cualquier departamento de recursos humanos, de acuerdo a Noe et al, no hay dos departamentos con iguales roles y funciones. Muchos de los roles y responsabilidades dependerán del

    The donor service department in a sponsorship agency is concerned about gathering information and structuring work in order to achieve the organization’s goal. In this case, the intergroup conflict within the department was due to several factors related to authority, culture and communication. The donor service department was organized in a mechanistic structure, which means that tasks are more specialized; a vertical communication and a hierarchy characterized by authority, control, and regulations are needed. However, the first intergroup problem within the department was due to a lack of authority.
