Reaction 2013
President Benigno Simeon “PNoy” Aquino III delivered his fourth annual State of the Nation Address in Batasang Pambansa Complex, Quezon City on July 22, 2013 with the theme, “Sa Gitna ng Daang Matuwid.”
The midterm SONA marked his third year in presidency and opened the 16th Congress in a joint session of both houses. The annual address started at exactly 4:03 PM and ended at 5:46 PM. It was the longest SONA he had given so far, earning 88 rounds of applause from Senators, Congressmen, government officials, local and international media and other dignitaries and important personalities in the country.
PNoy’s speech was very comprehensive, covering a lot of areas which include the accomplishments of his administration in political and economic aspects, praises for public servants and government departments who made outstanding services for the country, and also strongly-worded criticisms against corrupt public servants and erring government agencies.
The President mentioned the fresh mandate from the people via domination of his senatorial candidates in May 2013 elections, the Bangsamoro peace framework, success of his Pantawid ng Pamilyang Pilipino Program, more TESDA scholars, housing program for informal settlers and the 7.8% GDP last year. He also hailed the passage of RH Law, Sin Tax Law, AFP Modernization Act and the K-12 Law.
PNoy specifically lauded three police enforcers for their great acts that helps lift the image of the PNP, and also department secretaries Albert del Rosario of DFA, Armin Luistro of DepEd, Rogelio Singson of DPWH and the late Jesse Robredo of DILG for a well-done job.
On the other hand, he minced no words in castigating corrupt individuals, specifically former TESDA Administrator Boboy Syjuco, and the agencies of Bureau of Customs, Bureau of Immigration and National Irrigation Administration.
The almost 2-hour speech also included a video testimonial of the exemplary public servants.
He ended his speech with words, “I am

There are four factors to consider in comparing and contrasting the inaugural address of both presidents. The aforementioned factors include historical perspective, manner of presentation, content, and as well as influence to the people and existing conditions. The first point is the comparison and contrast of both speeches in accordance with historical perspective. Simply put, the inaugural address of each government leader is influenced by historical factors at the time it was delivered before the public. In case of John F. Kennedy, the speech was given when the country just won the Second World War via brave spirits of American fighters who redeemed freedom through death and agony because of the bloodshed. On the other hand, Barack Obama delivered his speech amidst economic crisis that the country is facing with hopes of getting over it. In the first, the country is beset with economic problems that caused tremendous trials and difficulties. That is the reason why the tenor of Kennedy’s speech is focused on world unity against tyranny while the speech of Obama is geared more on economic progress within the country. The second point of this paper focuses more on the manner of presentation of both inaugural addresses. They both had different focus. In the speech, Kennedy focused on announcing his foreign policy agenda to different nations. While Obama put forward different and concrete measures in view of different existing problem. On the other hand, it was Kennedy who stressed that people should not think on what the government could do to the people but what the people could contribute to the country (Eidenmuller, 2001, p. 1). The content of…

PNoy’s speech was very comprehensive since it almost tackled all important issues in our country and he made it more specific by using numbers and certain rates to prove the progressing economy. He also confidently mentioned his administration’s great achievements and accomplishments on different aspects of our society particularly the political and economic aspects. Included in his successful administration were the program Pantawid ng Pamilyang Pilipino Program commonly known as the 4Ps, producing more TESDA scholars, housing programs for informal settlers (main cause of flooding). The President also mentioned the domination of his senatorial candidates in May 2013 elections proving that he has regained the trust of the Filipino people in the presidency.
