PUBLIC ADMINISTRATION IN
MALAYSIA

 In many developing countries, the ability of its public

service would determine how fast the development
can take place.
 The public service is very important in development

in any country.
 Hence, the effectiveness and efficiency of the public

administrators and their organizations are
fundamental requisites for a continuous and
productive achievement of the development goals
within a nation.

Administrative Development sometimes known
as Administrative Modernization. It means :

Not many skilled and experience people can be
send to rural areas to develop those areas even
though the need is greater.

2.

Skilled and experience administrators always
being change their workplace without complete
certain assignments or projects- keep changing
portfolios for example.

3.

Most ministries are highly centralized and lack
any serious structures to reach distant regions,
even if they have the commitment to do so.

4.

Due to staff shortage and centralized ministries,
local level institutions are very weak.

5.

The wide social distances between administrators
and the public grow with time and reflect
differential access to education and resources.

6.

Bribes, corruption becomes a practices in
administrating development projects and
programs.

“administrative reform is a positive efforts to bring
about changes to the government administrative
system towards a more efficient and effective public
service”.
 Dror, 1976

“administrative reform is an effort to introduce a
purposeful change upon the administrative system
at all level of government”.
BOTH STRESS ON THE IMPORTANCE OF POSITIVE
CHANGE.



Three (3) conditions that necessary before any
successful administrative reform projects can
take place (Abdullah Sanusi, 1987),

It should focus on CHANGES to PROCESSES and
PROCEDURES in any administrative components.

2.

It should focus on CHANGES to the ATTITUDE of
administrators, managers and the staff at large.

3.

It should focus on CHANGES to government
PROGRAMS and ACTION POLICIES.

1. Improvement of public sector productivity.
2. Adoption of a more merit based performance appraisal
system (such as in Key Performance Index @ KPI).
3. Eliminate bad practices such as bribery, corruption and
wastage.
4. Reduce red tapes and unnecessary practices or
routines.
5. Encourage innovation and creativity at the work place.

6. Distribution of scare resources in a more
rational way.
7. Priority in responsibility and accountability.
8. Adoption of a simple and understand
administrative processes.
9. Privatization of profitable services.
10.Encouragement of discussion and effective
coordination.

Total Quality Management (TQM).

Privatization.

4.

Malaysia Incorporated Policy.

5.

De-bureaucracy.

6.

Reorganization.

 Re-inventing the government is defined as

continuous re-thinking and re-inventing of the civil
service using timely and state-of-the art
techniques.
 Engaging on slightly different paradigm.
 It provides the government and specifically public

organization opportunities to re-think about their
roles and finding new ways to realize their vision.

 TQM is a continuous effort to improve quality and

productivity based on an acceptable standard.

 It is constantly moving, meaning to say, once we

achieved the desired quality, we have to sought for the
higher level of quality.

 TQM cover both aspect; quality in any production as well

as delivery of services.

 The objective of TQM is to provide customer satisfaction

by providing and achieving total quality in all operational
aspects including products, services, management and
