What is Administration?
The word is derived from Latin Words- ‘Ad’ and ‘Ministiare’ which means – ‘to serve’. o Prof. L.D. White- A process common to all group efforts aim at fulfilling and enforcing public policy. o Nigro- ‘the organization and use of men and materials to accomplish a purpose. o Pfiffner- Getting the work of the government done by coordinating the efforts of the people. o Prof. Woodrow Wilson- “ detailed and systematic execution of public law , every particular application of general law” o Luther Gulick- “ concerns primarily with the executive branch where the work of the government is done.”
Public Administration o The Government in action… o How law should be administered with equity, speed and without friction. o Systematic execution of the will of the people o Public Administration is the non-political machinery of the government o Looks after the public welfare according to the laws set up by the state. o It is the permanent executive as distinguished from the political one.
Nature of Public Administration
 Integral View: Prof. L.D. White- public administration is the sum- total of all the activities – managerial, technical, manual and clerical. o Dimock- Public Administration is concerned with ‘what’ and ‘how’ of the government.
What- the subject matter, the technical knowledge
How- the technique of management
 Managerial View: Simon, Smithburg and Thompson subscribe to it. According to this view, the work of the managers constitutes administration.

Principles of PA and Sphere of PA
Principles of PA: o Organization: structuring of individuals and functions in to productive relationship. o Management of personnel-direction of these individuals. o Method and procedure- concerned with the process of working o Material and supply- tools of administration o Public finance o Administrative accountability- implies
