Project Management
Following World War II, the United States entered into a Cold War with Russia. To win this Cold War, the United States had to develop sophisticated weapon systems with such destructive power that any aggressor knew that the retaliatory capability of the United States could and would inflict vast destruction. Hundreds of millions of dollars were committed to ideas concerning technology that had not been developed as yet. Aerospace and defense contractors were growing without bounds, thanks to cost-plus-percentage-of-cost contract awards. Speed and technological capability were judged to be significantly more important than cost. To make matters worse, contracts were often awarded to the second or third most qualified bidder for the sole purpose of maintaining competition and maximizing the total number of defense contractors.
Contract Award
During this period Altex Corporation was elated when it learned that it had just been awarded the R& D phase of the Advanced Tactical Missile Program (ATMP). The terms of the contract specified that Altex had to submit to the Army, within 60 days after contract award, a formal project plan for the two-year ATMP effort. Contracts at that time did not require that a risk management plan be developed. A meeting was held with the project manager of R& D to assess the risks in the ATMP effort.
PM:“I’m in the process of developing the project plan. Should I also develop a risk management plan as part of the project plan?”
Sponsor:“Absolutely not! Most new weapon systems requirements are established by military personnel who have no sense of reality about what it takes to develop a weapon system based upon technology that doesn’t even exist yet. We’ll be lucky if we can deliver 60-70 percent of the specification imposed upon us.”
PM:“But that’s not what we stated in our proposal. I wasn’t brought on board until after we won the award, so I wasn’t privileged to know the thought process that went into the proposal. The proposal even

Advancements in technology have always occurred during times of war as nations develop new and more efficient ways of destroying each other. However, its possible that this formula works the other way around; companies develop new and more efficient weapons so that their goods will always have a place on the world market. Companies that manufacture military equipment rely on a strong demand for their products and the military relies on those companies to continue to furnish the equipment.3 This process is part of the embodiment of the military-industrial complex.…

Modern weapon systems have traditionally contained many more specifications and greater detailed Statements of Work [SOW] than those of the past. Contrast the Army Signal Corps SOW for the Wright Brothers' heavier-than-air flying machine in 1908 to the Air Force SOW for the Advanced Tactical Fighter in 1986. Requirements in the 1908 SOW (e.g., be easily taken apart for transport in Army wagons and be capable of being reassembled for operation in an hour, carry 350 pounds for 125 miles, and maintain 40 miles per hours in still air) and other contract conditions were specified on one page. The requirements section in the 1986 SOW for the Air Force Advanced Tactical Fighter was 85 pages long with 300 paragraphs of requirements.…

Without the defense acquisition system, the U.S. military would not enjoy the substantial capability that it has in the form of major systems, information technology, and medical system needed to meet the demand of modern conflicts, rapidly evolving operational environment and to perform support services at home or abroad. Although the military is acquiring systems with game changing capability, the acquisition process is failing to deliver full value to the Warfighter and to American taxpayers. Therefore, the defense acquisition system could benefit from improvement in several areas including better management of the acquisition system; improving the requirements process; developing and incentivizing the highest quality acquisition workforce;…

The first phase is concept formulation. This stage is where the military decides on the specifications of a weapon or piece of equipment. The service identifies the flaws in what it currently has, and then determines what the new good should do. These early decisions are critical, because they form the core around which the entire process is wrapped” (Mayer, 1991). In this phase, contracts for research and development are awarded to come up with specific…

During the 1950s the Cold War ignited the arms race with the former Soviet Union and the birth of the Inter-continental ballistic missiles (ICBMs). “In 1951 Project MX-1593 (Project Atlas) begins. Air Force established Project Atlas, study phase for an intercontinental missile.”[i] As the Soviets continued with their development of long-range missiles, the U.S. continued their push for the dominance of projectile missiles. By 1955 “Atlas was given top development priority. U.S. Air Force Chief of Staff, Nathan F. Twining, reported that ICBM’s were receiving priority in the Air Force program because of known Soviet progress. Additional ICBM programs Navaho, Snark, and Atlas were accelerated.”[ii]…
