Explain the function of assessment in learning and development The function of assessment in learning and development is fundamentally to provide a snap-shot in terms of a measurable standard of a student’s progress against a desirable standard. Assessments are carried out through formative checks during the progression of a course and/ or summative at end of course. These two functions allow both learner and teacher to recognise the learner’s development, which in turn allows the assessor to provide feedback, specific development and also sign off the learner against the desired standards. Its purpose is to measure and/or confirm the learners understanding of the subject against the anticipated outcomes set by the criteria /desired targets, for example a National Occupational standard. In my role as an assessor, I can assess through written, verbal and observed activities, ensuring the learner meets the organisational directed standards, thus allowing the learner to progress through the learning cycle.
From my personal point of view, it is essential to ensure that assessment decisions are consistently reviewed both internally/externally. This allows for inclusivity, consistency in application and ensures that both the learner and teacher are ratified in any assessments and learning applied. 1.2
Define the key concepts and principles of assessment
The primary purpose of assessment is to improve performance. This may be existing or newly acquired skills and knowledge. It is imperative that any assessment is measured against set standards, these can be Nationally Occupational standards or internally derived but in every aspect, they should compliment organisational values and goals. In ascribing to this you assess against a standard that matters or that is valued ensuring that participants value what’s being assessed. Within Wiltshire FRS, we ascribe to behaviors known as the RESPECT Framework. These can be applied to the key concepts and principles of assessments, which include the following behaviors: R – Respect
E – Equality
S – Supportive
P – Professional
E – Excellence
C – Communication
T – Transformation
In question 1.1, I explained the function of assessments but assessments are supported by concepts and principles’. Within Wiltshire we support the some of the following concepts and Professional Judgment
Professional Judgment is fundamentally the foundation for assessments. In exams, observation or in verbal communication, professional judgment is applied. Some would argue that exams are objective but all questions have an element of professional judgment, either set down through experience, knowledge or even designed to meet a set criteria, judgment is applied as a teacher through to the learner. Understanding these principles helps teachers and teaching facilitators to realise the importance of their own personal judgments in evaluating the quality of assessment and in return, the meaning of results. Assessment is based on separate but related principles of measurement evidence and evaluation. In understanding this facet of evaluation it is possible to create inclusivity. Understanding learning styles and applying this to assessment allows the learners to be assessed in their preferred style. In service it is possible to conduct, written assessment, oral assessment and practically evidenced assessments. Looking at these assessment types it is possible to gauge the effectiveness of tuition and provide any development through the aforementioned assessment types.
